Manawatu County Council.
The usual monthly meeting of the ' Council took place at Sanson yesterday, at 11 a.m. The following gen* tlemen were present : — Crs. V.. C. Ransom (chairman), F. Robinson, H. Hammond, T. Masters and W. Taylor. Councillor A. Strang also took his seat as member for Awahou Riding. The minutes of the previous meet* ing were first read and confirmed, and the inward correspondence and treasurer's report was read. CORRESPONDENCE. From J. Hillary, ferryman at Shannon, asking the Council to pro* vide a new set of ropes for use at the ferry, as the ones now used were not strong enough in caße of floods. From E. Walker, on behalf of Sandon Lawn Tennis Club, asking permission from the Council to remove sufficient turf from the side of Cemetery-road to lay down a tennig court From M. Morrison, complaining that one of the new bridges on the Main Drain Road has been washed away, near Mr Pyke's property, and wishing it replaced as soon as possible, as communication with Oroua Bridge is cut off. From Carter Bros., Motoa, drawing attention to sand-drift adjoining their section in Spring-street. From R. Austin, asking the Council to proceed with the planting of the sand-drift on Spring street. From James Lawson, Resident Engineer, asking to be supplied with a rough description of the boundaries of the County. From J. T. Ray, solicitor, acting on behalf of Mr J. Burr, with reference to a bank which the Manawatu County Council have erected on the County Road on the plan of the Motoa Block, and stating that the bank is likely to cause material damage to his property, and that he will hold the Council responsible for any damage or loss he may sustain, unless the bank is immediately removed, and the watercourse lestored to its original condition. From Locomotive Engineer, informing the Council that the repairs to the engine " Fox " would be done by the department, if sent on to the workshops at Eastown. From T. H. Edwards and A. May drawing attention to the accuinillation of water in front of their properties. From Frank Lucinsky, applying for a pieoo of waste ground of about ,-C 4 acres, and agreeing to pay renMpi 1 same. From Walter Rutherfurd, score« tary of Palmorston North Hospital and Charitable Aid Board, informing the Council that the Board had allocated the proportion of expenditure for hospital and charitable 'tfid purposes for the current financial year at 8s in the £. : ? . . Boyle, complaiping of a culvert that has got filled up, thereby keeping the water from getting away, which is flooding his property.' '• From the Government Printer, with a copy of a bill intituled "An Act to prevent the spread of Noxious Weeds and to enforce the. Keeling, town clerk, Palmerston North, asking,: the Council's cooperation re^ir^ing the amendment in " The Rating Act, 1892 and which is to be introduced to the House of Representatives during the present session, by obtaining support of the .m?|taber of of the support of the disins( to t the measure. From Walter Hunter, Manager Carnavon Estate, complaining of the state of the Foxton -Sandon road and to the main drain along Jones' line. From Oharles Bray, clerk Man» Chester Road Board, forwarding an account for £6 Os 7d, being onetwelfth of the amount of interested by the Manchester Road Board to the Bank ot Australasia for moneys advanced to enable the Board to erect the Aorangi Bridge. RESOLUTIONS PASSEI). '-. Proposed by Cr Taylor, seconded by Cr Hammond, That the transfer of sections No. 18, 16, 65, 72, 804, 398 in the Douglas Special Settlement Block from J. D, Rutvaldt to Mrs J. W. Brown be granted, and that the clerk be instructed to make the necessary alterations^ the rate book. •■/ : X Proposed by Cr Strang, second^ by Cr Robinson, That the necessary ropes be supplied for the Shannon ferry, also that enough be supplied for two sets, the spare set to be used only in case of accident. Motoa, and report to Council. Proposed by Cr Masters, seconded by Cr Robinson, That the request of Mr Walker on behalf of the Sandon , Lawn Tennis Club ba granted, subject to the following conditions, namely, that they take the turf not less than eight feet from gorse fences on the Cemetery line. Proposed by Cr Ransom, seconded by Cr Taylor, That the Council . agrees to the amendment in the Rating Act, that interest at 10 per j cent be added to all rates three months over due, and that Mr Wilson, M.H.R., be asked to support luch amendment. Proposed by Cr Masters, seconded by Cr Strang, That the overseer be instructed to get the drain cleaned out leading from the County road along the town belt to take the water away complained of by Messrs Edwin and May. Proposed by Cr Robinson, seconded by Cr Hammond, That A. Richmond be requested to raise his bridge on Jones' road, fronting his house. Proposed by Cr Taylor, seconded by Cr Hammond, That the overseer be instructed to have the culvert complained of in Mr Boyle's letter put in order. Proposed by Cr Robinson, seconded by Cr Strang, That F. Lucinsky be allowed the use of the 4 acres at Carnarvon Junction, on condition that he keeps the gorse grubbed, or on condition that ho pays £8 per year, to be remitted if he does the grubbing, Mr Lucinsky to give up possession on 8 months' notice from Council. Proposed by Cr Strang, seconded by Cr Hammond, That tenders be called for leasing the Shannon ferry. Tenders to be in at this office by noon on the 13th day -of { September. ' Proposed by Cr Robinson, seconded by Cr Strang, That Crs Ransom and Hammond sign the rate book. Proposed by Cr Taylor, seconded by Cr Hammond, That the Chairman sign the balance-sheet, and that instead of publishing the balance sheet in the Press, the Clerk bo instructed to have 50 copies fmnted, and give notice that anyone can it c t copy by applying at the County Office. Proposed by Cr Taylor, seconded by Cr Robinson, That the Clerk be instructed to write -and prooure a tracing of roads requited near Carnarvon township. Proposed by Cr Ransom, seconded by Cr Taylor, That the Overseer be instructed to fascine the east side of Campbfilltown - Longbnrn bridge, and plant both banks with willow. Proposed by Cr Masters, seconded by Cr Cr Robinson, That the Chairman "take the necessary steps to raise a loan of six hundred pounds for the Sandon Hiding, under " The Government Loans to Local Bodies Act," to he allocated as follows :— £3Bo estimated cost of land and fencing same to Mr J. Bull for land taken for a publio road to conneot MoDowell's-line with County road ; £125 for metalling same ; £50 on Taylor's-line ; £75 on Wilson and Halcombe road ; £50 footpath between Burt-streeS and school* house on one side, and Burt-street to Town Hail on the other side.
