London. The Unionist leaders have had a conference, at which it was arranged that a large number of further amendments should be offered to the Home Rule Bill. Sir Henry James will re-propose the amendment fexpressly declaring the Imperial supremacy. Mr E. W. Byrne, Q.C., member tor Walthamstow, brought forward in the House of Commons an amendment prohibiting the Irish Legislature passing enactments respecting firearms and armed socie« ties. Mr Morley, Chief Secretary for Ireland, said it 'was impossible to withhold the right to legislate on, such matters, excepting as to arming for military purposes. Mr Balfour insisted that the entire control of armaments must be vested in the Imperial Parliament. Mr Gladstone replied it. was essential to give the Irish power to dual with riots The amendment was rejected by 88. * In a debate in the House of Lords on crime in Ireland, Earl Spencer, First Lord of the Admiralty, said the fact that the outrages were confined to Limerick, Clare and Kerry was sufficient answer to the assertion of the Tories that crime had generally increased. The Earl of Kimberley, Lord President of the Council, said the Government did not intend to alter the system because crime existed in one or more districts. In the House of Commons, Mr Sexton announced that if the enquiry iuto Irish crimes were persisted in he would move for a similar enquiry in Great Britain. Ulster has enrolled 170,000 members as a defence union, and will elect 60Q members of the Assembly. The Duke of Edinburgh has been raised to the posiMon of Admiral of the Fleet. A series of fires hava occurred in South London, destroying a number of workshops, two timber yards, and forty workmen's dwellings. The damage is estimated at £150,000. Prince Alfred, eldest son of the Duke of Edinburgh, is ill at Potsdam with scarlet fever. An infernal machine has been discovered in the Exchequer Court, Dublin. It bore the words, ' Bemember Judge Murphy.' The clockwork was not geared up, and this prevented an explosion. Mr W. Saunders, Liberal member for Wai worth, does not attend the divisions on the Home Rule Bill, arguing that the present House of Commons i 3 incompetent to give Ireland a new Constitution. Re is being followed by Mr Thomas Henry Bolton, the Liberal member for iSt Pancras North Ministers fear that the abstention may prove contagious.
