The Kaiser, addressing the troops at a review at Berlin, said he was surprised that the Army Bill had been rejected. He had expected that more patriotism would have been shown by the members. If the new Reichstag rejected the Bill he was prepared to enforce its passage, as he was convinced of its necessity . The Kaiser's speech to the troopa has caused profound sensation. The organs of the Centre and Radical' parties criticised it severely.
