It Ms resolved tliat a uniform sum of £20 be paid to the head teacher's in charge of the board's schools where there is no residence, and that notice, be at once given to those teachers interested that this resolution will take effect at the end of 180$. A circular from the Educatiort Department was read to the effect that board scholarships may be held at the Lincoln Agricultural College, but that pupils under 15 years of age were not admitted. Mr Notman reported on his interview with the Minister in connection with building grants. The Minister stated that he was unable to make any grant outside the Parliamentary vote, but that directly the House passed the usual vote he would un« 1 dertake that the money, or a portion ef it, should be itnmediatelypassied. to the credit oi the Wanganui Board* In allocating the usual grant for building purposes, consideration would be given to the special demand in the Wanganui District arising from the spread of settlement. t The Board could depend that the 1 amount that would eventually be allocated to them for building purposes would not be less than the aniount received by the Board ior the year 1892-08. . The report: of the Finapce •Cohi-' mittee was read as follows :— Your committee has 'gone very carefully into the receipts and expenditure for the periods April Ist, 1891, to March 81, 1892, and April; 15t, '1893, ! t0 March 31st, 1898, and' compared them together. ;We fiod ;Jbat; ! there has been a decrease.^ in ofßce expenditure of 12 p6r pent., or '428»-"an increase in inspection of iper'ce.ht, or £98, in teachers' of 4 ; 9 perHse_it, or £1145, in school fund (assuniihg the last quarter; to (^BTpara f^n/|the new scale) of 1.6 per cehCof'" _tS74, and a total increase of 6.9 ,p9r,cent or £1612. The average increase- in capitation, 1887 to 1891, was £798 per annum ; tho increase for 1892-8 is only £110, or £688 less than the average. This amount being added to the £1612 excess; ;in> expenditiire makes £2295.. .Our estimated increase of expenditure Was c #1200' which is £1095 less than the actual increase. If : our recommendations contained in this report are j adopted a saying of £546 ; wili:ib_j3e|fi9ted, and if to this. £688 ■jporease-in capitation be added it will make in all £1229 or £134 more than excess of expenditure; over estimate. Our estimate : has come ! ; ojifr_pn v> aM-ip # creases taken together so nearly as to be a source of satisfaction to us, the estitoate'- heinff Jei2oOTlos li&d actual £1146 8s Bd, but the omissibn or salary of sub-inspector, the loss by overrofficerihg/ together with the falling, off ip capitation, make up a large part bi thenieficit. tye would recommend: that payments of school fund be made on the old- scale, making a saving or £409' aj^'tiiat the capitation to aided schools be reduced to £5 for male teachers, and £8 15s for female teachers;; making a saving of £187; p_ ; : fi ; tbtal of '£s4o,
