Manawatu County Council.
The usual meeting of the above Council was held at the Council Office, San son, yesterday at 11 am. Present— The Chairman, (V. C Ransom), Crs Eobinson, T. Wilson, J. G. Wilson, Cr Masters attended after the luncheon adjournment. The minutes of the last meeting were read and confirmed. The following correspondence was read. : — CORRESPONDENCE. From Rowe and Sons asking that fresh tenders should be called for certain work. T. Wilson enclosing specifications for embankment at Motoa. P. E. Daniell stating punt wanted repairs and asking permission to stop traffic for a couple of days. Younger and Laing asking for return of part deposits. Foxton Borough Council forwarding interest on loan. M. Morrison placing the condition of the Main Drain road betore the Council and requesting the Council's immediate attention. Palmerston Charitable Aid Board asking what amount will be required by the Council for Charitable Aid for this year. Atkinson Memorial Committee asking for return of subscription lists. G. H. Young asking for transfer of sections 91 and 98, Mount Stuart Riding from G. E. B. Wrey to himself in rate book. Thomas Henson asking that Mark Beazer's name be inserted on rateroll for his for farm on Lee's Line. W. K. Simpson' asking that the sand-drift on the west side of his gate on the road, which has almost blocked up the gate, be removed as soon as possible. J. H. Hankins re Awahuri bridge giving his opinion on questions put to him. J. H. Hankins stating he was pre paring description of Kari Kari roads for advertising. Railway Commissioners agreeing to the Council using the line between Carnarvon and Foxton in the manner requested and at approved times, at a charge of twenty shillings for each train not exceeding ten trucks. Railway Commissioners, The Department has no objection to supply a limited quantity of ballast from its Terrace End pit. The price would be one shilling per cubic yard at Terrace End. To this would require to be added one shilling and ninepence per ton for haulage. The Commissioners state they regret they cannot see their way to reduce the haulage rate for road metal. ! The price at Terrace End would include loading on trucks. Commissioner of Crown Lands promising to let the Ranger inspect and report on Reserve section 51 Block VII Mount Robinson. Strang Bros applying for leave to fence in a road and to plant the sand , hill. The road is never used and is really only a sand-ridge which is | blowing very badly on their property. (This appeared, from sketch to be \ the road in front of dwelling occupied by Mr Mitchell.) The Treasurer reported that the General Fund was in credit £100 2s Od. The net Cr Balance of the County was £670 Is lid. The following resolutions "were proposed and carried : — Proposed by Cr T. Wilson, seconded by Cr Robinson. That Messrs
Strang Bros be permitted to fence along the Motoa road as requested on condition that the sand will be planted during the coming season, that a goodwell hung gate be kept, and that leave be granted during the Council's pleasure. Proposed by Cr Robinson , seconded . by Cr J. G. Wilson, That John Mathers be allowed a month to finish his contract on Foxton-Sanson road. Proposed by Cr J. G. "Wilson, seconded" by Cr Robinson, That Mr P C. Daniell be allowed to notify to the public that the traffic across the river on the punt at Scott's Ferry will be stopped ror two days _ for repairs on condition that he notify's ft in" the newspapers and that the repairs take ao longer than two days. Proposed by Cr Robinson, seconded by J. G-. Wilson, That the Overseer be instructed to see the road at the Oroua Bridge complained of by Mr Morison and get it repaired by day work, also the culvert. Proposed by Or J. G. "Wilson, seconded by Cr T Wilson, That Messrs Younger and Laing's deposit of £3, less one shilling exchange paid by Council, for contract on Speedy's Line be returned. Proposed by Cr J. G. Wilson, seconded by Cr Robinson, That the name of G. H. Young be inserted on the ratebook instead of G. E. Wray for sections 91 and 93 Mount Stewart Riding, and that the name of John Saxon be inserted instead of G. E. Wray fer section 92 Mount Stewart Riding. Proposed by Cr J. G. Wilson, seconded by Cr Robinson, That Mr Han kins be asked to complete the transfer of the Kari Kari roads as speedily as possible. Proposad by Cr Robinson, seconded by Cr T. Wilson, That GO chains be metalled at Oroua Bridge and the Railway's offer for delivery of metal be accepted. Proposed by Cr J. G. Wilson, seconded by Cr Ransom, That Messrs Rowc & Son's letter be held over till Cr Hammond is present. committee's report. The Chairman presented the report of the Committee held on 27th March. Cr Masters and Hammond were present. It was resolved that the tender of M. Boyle for Taylor's line at £2 a chain, and J. B. Merritt for McDonnell's line at 28s a chain be accepted. Accounts amounting to £157 were passed for payment. Proposed by Cr Ransom, secended by Or J. G. Wilson, That report of committee to accept tender and pass accounts for month of March be adopted. The following tenders were opened ; — For delivering 800 yds of sand in Main Drain road— Ben Poole, 2s 6d per yard; Cottrell & Co, lHd ; J. Thompson, lid ; M. Boyle, lHd ; C. Lumsden, Is Gd. Erecting bridge over Sluggish Creek— Ben & Poole (informal) £55 10s ; Cottrell & Co., £55 ,_. Proposed by Cr Robinson, seconded by Cr J. G. Wilson, That the tender of Thompson for the sanding on the Main Drain road, also the tender of Cottrell & Co for the bridge on the same road, be accepted. Proposed by Cr Masters, seconded by Cr Robinson, That /the. Clerk write to Mr C. G. Cameron giving him notice to start his contract on Speedy's line within seven days, failing to do so the Council will take the contract out of his hands and re-let the work. The Council went into committee to consider the correspondence, > from Mr J. W. Stewart. On the Council resuming it was decided to write to Mr Stewart on the subject of his correspondence. Proposed by CrJ. G. Wilson, seconded by Cr Robinson, Thai the Council, if Mr Stewart wishes it, will send forward his statement to any monetary institution according to the recommendation of the committee of the whole. - ..-.. Proposed by Cr Robinson, seconded by Cr Ransom, That tenders be called for about 80 chains of road formation Main Drain road. Ci T. Wilson said there was a lot of flax on the roads by Motoa and many applications had been made, but the Overseer might be instructed to deal so as: to save the wear and tear on the roads by making private arrangements with the millers. He proposed and Cr Robinson seconded, _ That the flax on the County roads in Awahou Riding be placed in the hands of the Overseer with instructions to make such arrangements lor its use as may be considered best. Proposed by Cr T. Wilson; seconded by Cr Masters, That time for acceptance of tenders for embankments on Carter's and road be extended to 26th inst and that the- Chairman and Crs J. G. Wilson, T. Wilson, and Masters be a committee to receive and .accept same. Proposed by Cr Masters, seconded by Cr T. Wilson, That the tenders for metalling on Speedy's Line be held over and dealt with 1 by a committee to open tender^ da 26tli April at 11 a.m. : Proposed by Cr J. G\ Wilson, seconded by Cr Robinson v That the application of the contractor for extension of time on the Longburn.
Campbelltown bridge be not granted but that lie be informed that if he uses the utmost expedition with his work that at the completion of it the Council will be prepared to make some concession to him. The usual accounts were passed for payment.
