London. It is reported that Lord ftosebery will marry Princess Maud of Wales, The arbitration respecting the Behring Sea dispute has opened in Paris. tri tlie House of Commons Sir E. Grey, Under Secretary for Foreign Affairs, replying to a question, said that Ministers wers communicating with Russia with a view to arranging a modus vivendi pending the settlement of the Behring Bea difficulty. The House of Commons presenttd a most disorderly scene on Friday night. The mutiny Bill was blocked and did not pass till 5 o'clock in the morning. The Speaker censured the tactics of the Opposition, and Sir Win. Harcourt said the Government would not tolerate further obstruction. Mr John Burns, speaking on the question of Payment of Members, said the honor of the House demanied that poor members should be protected against corruption. Sir William Harcourt said payment would ba inevitable affcer the extension of the suffrage. The Quakers in Ireland have issued a manifesto opposing Home Rule. Archbishop Walsh, in a letter to the Freeman's Journal complains that his attempts to heal the quarrel between the two sections of the Irish party have been futile. . The English wheat market has a weak tone, without quotable change in prices. The Continental market is depressed, and the American is changing a little for the worse. No mutton tallow was sold. The nominal price is 823. Beef, 295. The butter market is demoralised. The British military authorities have tested a bullet proof uniform similar to that invented in Germany without success. Mr Gladstone is being shadowed by detectives, as it is feared some attempt may be made to injure him. The Premier ha 3 informed a Liberal meeting that he will force the second reading of the Home Rule Bill on 6th April.
