England is fortifying Esquimault harbour. Some members of the House of Commons are urging Mr Mundella, President of the Board of Trade, to legalise a ten hours day for railway employes. Mr lien Tillett headed a deputation of dockers to the Home Secretary. They threaten to strike unless power is given them to sue employers in case of injury by accident. The Conservatives are favouring Lord Randolph Churchill as their leader in preference to Mr Balfour. It is reported that Australian Orangemen are supplying funds to the Ulstermen.
