London. The hearing of tha petition against fche return of the Hon A. J. Balfour for the Easfc Division of Manchester, on the ground of illegal practices, has begun. Professor Munro, who contested the Easfc Division of Manchester in fche Liberal interest; againsfc the Hon A. J. Balfour, and who is petitioning againsfc the latfcer's return, has abandoned the charges of intimidation and undue influence, and will rely on unseating the hon member on the grounds of bribery and general treating. The execution took place in private, and on the black flag being hoisted a large crowd assembled outside the walls of the gaol and cheered iit; is now believed thafc the accident to H.M.S. Howe was due to an inaccurate chart. The enquiry into
