London. The Home Secretary has rejected the plea of insanity in the case of Neill, tho Lambeth poisoner, and the condemned man will be executed on Tuesday. Father Fay has been sentenced to a month's imprisonment on a charge of intimidating a witness at the hearing of a petition against the return of Mr Patrick Fullani (Nationalist) for South Meath. The Standard asserts that the Cabinet decided to assist in retaining Uganda, at a cost of between £30,000 and .£40,000 per year. Archbishop Vaughan, of Westminster, has delegated the best of the priests in his see to controvert popular errors and meet opponents in public halls. The Earl of Kimberley, Secretary for India, replying to a deputation, said he was not prepared to surrender the revenue derived from the Indian opium trade, nor did he believe that any Government would consent to the suggestion. Speaking at the Guildhall, Lord Kimberley said the Government were adhering to their pledges, and agrarian outrages were lessening in Ireland. Murphy, Murrough and O'Brien, members of the Evicted Tenants' Commission, have withdrawn, the last named because he is to be appointed to the Land Commission. Mr Justice Matbews warned the tenants that the Commission had no power to reinstate them. All the Commission could do was to report to Parliament, and he advised them not to be over sanguine as to the result of their applications for statementSalvage steamers have arrived at Ferrol, and a start will be made with the salvage operations on H M. S. Howe at once. Divers now report that it is possible to save the vessel. Information has been received that a Rritish man-of-war is disabled 600 miles off the Lizard, and a vessel has been sent to her assistance. The cruiser is supposed to be H.M.S. Calypso (16 guns), or H.M. S. Cleopatra (12 guns.) A new comet has been discovered in the constellation of Andromeda, and is increasing in brightness.
