Foxton Borough Council.

The usual monthly meeting of the above Council was held at the Library Buildings yesterday at 2 p.m. The new Councillors, Messrs McMillan, Austin, and McPherson made the usual declaration on taking their seats. Present — The Mayor (G. Nye), Crs McMillan, Austin, McPherson, Ahem, Stansell, and Williams. The minutes of the last meeting were read and confirmed. The following correspondence was read : — Inwards— From G, Gray, complaining of Mr Stansell's pigstyea, The Clerk said he had seen the sty and lately sand had been put in, but though better it was not as it should be, Cr Stansell wanted to know* if the public had a right to cross bis pad* dock by the Hall. The Mayor said it was entirely a question between the trespassers and Cr Stansell. P. Dudson and others, asking that the Council take over drain through their lands, the Council charging an extra rate on their properties for the purpose of keeping it clear. Rowing Club, asking the Council to refuse right to erect any other hemp mill near.their boat shed. J7 Hillary, asking the Council to kerb and metal footpath in front of his property on his paying half the cost. G. Nye, pointing out that the traffic on No. 1 Line will be stopped, he having purchased section lately Dugald Henderson's, and asking that steps be taken to form the road. Mardon Bros., asking for mill site on bank of the river. Mayor of Hawera, re the late Sir Harry Atkinson's memorial, G. Coley, offering 5s per annum for piece of land fenced in from road. R. Austin,- offering 5s per annum foi* part of Reeve- Street. A. S. Easton and other ratepayers, asking for floodgate at Duck creek, They would be willing to pay an acreage rate. f Jhe Poundkeeper and Ranger's reports were laid on the table. The Public Works Committee also handed in their report. , The following accounts were passed for payment. General — Lord & Lewis, £29 11s 8d ; J. Sullivan, £4 10s ; C. Spring, £6 6s ;G. Trask, £1 4s ; C. V. Furrie, 10s 6d ; T. F. Gibson, £6 5s ; Row© & Sons, £4 2s ; Ballinger Bros:, £2 9s 6d ; Charitable Aid, £4 Os 8d ; P. Guerin, £8 18s 9d ; Reserves Account — J. Sullivan, £2. ; C. Spring, £2 8g 3d ; G Trask, i-5 2s ; J. Coley, £8 6s ; Libiary Account — H. Blake, £1 10s. The Mayor said that the Borough had no money to do the kerbing asked for by Mr Hillary. It was decided to let the application stand over. Proposed by Cr Ahem, seconded by Cr Austin, That Sullivan's wages for the future be 6s 6d a day. Cr McMillan wanted to know if Sullivan had asked for it. 'I he Clerk said "No" and that Sullivan did not desire it should be. Cr Williams said that Sullivan waa getting a fair rate of wages and was well content. Cr Ahem with the consent of the seconder withdrew the resolution* •' Cr Austin said he seconded the resolution because he thought many people desired that Sullivan's wages should be raised. He had objeoted to the 6s proposed at last meeting and therefore had met th« resolution half way. Proposed by Cr Williams, seconded' by Cr Stansell, That Mr Robert Austin be re-appointed a member of the Public Works Committee.— Carried. ■, , ■ ' -•* Proposed by Cr Williams, seconded by Cr Stansell, That B. Austin and G. Coley 's offer be accepted for parts of roads used by them. — Carried. Proposed by Cr McMillan, seconded by Cr Stansell, That the report of the Public Works Committee be adopted, Cr Williams said that last meeting a report sent by the Committee had been overlooked by the Clerk, he previous month there had been so little work of any importance done that no report was justified. Cr Austin thought the work done by the Committee spoke more than any elaborate report would do. The resolution was carried. Proposed by Cr McMillan, seconded by Cr Austin, That a further sum of £50 be granted by this Council for the artesian water supply.— Carried. On the application of Mardon Brothers for a mill site, The Mayor said it was feared that too many mills close together would have the effect of spoiling the water | for all. Proposed by Cr Stansell, seconded by Cr McMillan, That the application of Mardon Brothers be granted for a site between the groin and the wharf subject to their making arrangements with the, Railway Corai missjoners. . ' ' ' ;

_ Cr Williams objected to the resolution as he looked upon the mills as a nuisance, and their working a menace to the health of the town. He thought the mills Were too thick. Cr Austin said, you may have one or two mills too many. The last Winter the mills would all have been Stopped by the roads had Hot tWo been closed owing to dulness of business. The Mayor said the Borough had no control over the foreshore. Cr McMillan thought we should do our best to encourage the flaxtrade. Arrangements could be made in letting the sites that the miller must not throw the refuse into the river. Another mill meant employment for another 80 or 40 people. The resolution was earned. Proposed by the Mayor, seconded by Cr McMillan, That notice be given to all property owners to clear allgorse, broom and bramble that has spread on to the public roads from private property, the same to be done at once. The Mayor said in common fairness to all property owners the gorse shoulcsbe cleared, as some regularly cleared it away whereas others neglected it. The resolution was carried. Proposed by Cr Stansell, seconded by Cr Williams, That the flap of the punt at the Wirikino ferry be improved viz., a chamferred piece of timber the width of flap be bolted to each flap.— Carried. Mr Lewis waited on the Council and stated that the water had risen to within 4 feet of the top, and he doubted if a flow would be obtained. The pipe was down 195£ feet. The strata was the same in which the water had been obtained in the other wells sunk in the neighbourhood. It was decided that the contractors should go a further 25 feet and if necessary still lower. The Public Works Committee were empowered to act. Proposed by the Mayor, seconded by Or Stansell, That a final notice be given to all property owners in Main-street and other streets to renew or repair all level orossings over the water tables and footpaths, and that the Public Works Committee instruct the inspector of works to see that this work be carried out at once. — Carried. Proposed be the Mayor, seconded by Cr Williams, That the Clerk be be instructed to get six horse fenders made for the purpose of diverting the traffic on to the new metal through Main-street, and that the inspector of works instruct one of the daymen to place the same in position and remove the same each night to prevent aooidents. Cr Williams said there was no traffic on the new metal in Mainstreet. The older portion was getting badly out up Cr Stansell did not see the necessity as the winter was now over. Cr McMillan would support the motion so as to look after next winter. Cr Ahem would oppose the resolution as it would take up too much of the daymen 's time . The resolution was carried. Proposed by Cr Stansell, seconded by Cr Ahem, That the Council as a ' committee meet his Worship re ' diversion of road No. 1 Line on ] October 4th at 8 p.m. on the said • toad.
