Manawatu County Council.

The usual meeting of the Manawatu County Council was held at; the County Office, Sanson, yesterday at 11 a.m. Present — The Chairman: (V. C. Ransom,) Cis Hammond, Robinson, Mitchell, Masters, Saxon, an d McKenzie. The minutes of the previous meeting were read and confirmed. * The following correspondence was read : — inwards. From R. Austin, asking for the> privilege of cutting green flax on Bainesse road. He offered Is 6d per ton. Robert Hammond, asking transfer of section*- 280, 281, 288, and 298 to his son. Property Tax Department, sending voucher for £125 balance of subsidy for 1891-92. Treasury, sending cheque for £120 lis for County Fund. Dr Dermer, reporting three cases A of diphtheria in Carnarvon. Palmerston North Hospital a __s Charitable Aid Board informing the Council that the proportion of payment for the year is calculated at 8s in £1000 and the amount payable will be £180 14s 6cL Asking for cheque for same. J. Beale, asking if nothing can be done to give ingress to his land over big drain road. T.Potter Clark, Complaining of disgraceful state of Jones' lane between Banks & Tompkins' lines especially in front of his property. Alex. McDonell and others calling attention to bad state of their road,, and asking the Council to complete! the opening up of the road. A. May, calling attention to state of the culverts in front of his house. _ G. Ruhaldt, asking for new culvert S. H. Wrigley, wanting a load 01 gravel in front of his house. J. G. Wilson, wishing Council to* complete the metalling of Wilson's line. Also pointing out that the Cemetery road wanted trimming. And gorse on this road was spreading into his paddocks and he asked tbat it be cleared. R. Walden, applying for lease of part of waste land at Motoa oni which his mill was placed. He offered £1 a year. Railway Dept, stating the lessee [^ of the reserve through whioh the right of way passes at Oroua Bridge bas been instructed to remove the obstruction erected by him. D. M. Brooks, enclosing cheque for £16 in payment of account. Railway Department, stating that on further enquiry it was found the track whioh Mr Meldon has fenced is on his leasehold and not on the half -chain strip next the river which has been reserved for ji road. At the north side of the railway land there does not appear to be any ap* , proach provided to the half-chain reserve. D. M. Brooks, sending an account for £174 Is sd, including an item of £150 as claim for liquidated damages for publishing (or allowing to be published) in the Rangitikei Advocate and Foxton Herald, Mr Bray'g reports of November, 1891 and May, 1892, whereby the line was reported to be dangerous, in which case a serious loss of trade resulted. The proper course would have been either , to have withheld these reports from the paper, or if the line was as. dangerous as reported in the papers* to have stopped him from running till the line was made safe and then have got the papers to report that the line was again safe for traffic j this would have met the case, but to have allowed the tramway : to run . while the line was reported to be* unsafe and not to have again reported the line safe till after his lease expired has done him a considerable; amount of injury. ■■■■' Department of Lands, stating that no one could ply for hire within half a mile from any ferry; as regards people taking others across the river withou*- payment close to ferry it waa difficult to prevent it. The following resolutions were passed Proposed by Cr Robinson, seconded' by Cr Hammond, That the culver, be attended to as requested by Mr V Beale on the main drain road. It was decided to inform T. P. Clark that it was intended to re-form the road complained of when the weather got drier. ' The overseer was instructed to see to the culvert complained of by A. May. Proposed by Cr McKenzie, seconded by Cr Hammond, That the chairman be authorised to sign thp petition sent by the Awatere Road Board and forward it through the

Penny part section 280 Carnarvon, also from Anders 3. ewen for 198 Campbelltown to Herdman and Arnold be agreed to. Proposed by Cr McKenzie, seconded hy Cr Hammond, That Mr Brooks be informed that the Council is ready to hand him over the files and chisel claimed by him, but the Council cannot recognise any other . part ot his claim. Propoed by Cr Robinson, seconded by Cr Hammond, That R. Austin's offer be accepted fcr the flax growing on the County road to Oroua Bridge at Is 6d per ton to 'be removed within three months from this df-ce. Proposed by Cr Ransom, seconded toy Cr McKenzie, That the chairman and Cr Masters sign the Rate Book. A deputation waited on the Council, consisting of Messrs Bull, El* lery and others re opening up McDonell's line. Mr Bull said the deputation were anxious to get a road, which had been surveyed, made, through his property. There was 100 chains of roud . Or McKenzie said he was a member of the Road Board when the arran»einont was made, wbich was that the land was to be taken at a valuation, one side to be fenced. He, however, understood that if the "road was not opened at once, the fence might be put up hy Mr liu'l. There was some laud taken for roads .an exchango for closed roads from some of the neighbours. Mr Bull said he was here to make % definite offer. The land to be taken at a valuation, and the road to Ibe fenced on both sides. He was willing to wait for the money for alie land and fence for 8 or 4 years at eight per cent, interest. The deputation after a Utile further discussion retired. Thompson, 4s 6d ; G. Marritt, 4s 6d. . SHANNON PERRY. T. Hillary, £64 a year. Three tenders were received for the Campbelltown .Longburn bridge, but the amounts were withheld. Proposed by the Chairman, seconded by Or McKenzie, That the tendeir of Mr S. McKenzie for Canipbelltpwn»L6ngburn bridge be accepted. ' Proposed by Cr Mitchell, seconded by Cr Robinson, That the tender of J. Hillary be accepted for working the Shannon Ferry. Proposed by Cr Hammond, seoonded by Cr Bobinson, That the tenders of M. Boyle for Hammond's Line at lis per chain, and J. Thompson's tender at 4s 6d per .chain for Penny's Line be accepted. Proposed by Cr seconded by Cr Masters, That tenders be called for re-forming road leading from Sandon Cemetery to the road known Mount Stewart, Mount Briggs Line. Proposed by Cr Masters, seconded by Cr Saxon, That Mr Bruce be allowed Is 7d a chain for clearing scrub, toi and flax on Cemetery line in front of his property, and Mr 'Bruce plough and sow in grass as stated in his letter. Or Saxon drew attention to there being a lot of water- tables not yet cleaned put. Not any between Sanson and Swainson's bush. The Overseer's report was read. At its conclusion, Cr Mitchell laid the overseer had v not only not been to the Awahou Riding the last month but for the lfyjtfour months. He thought his ilJ4ing had not been treated f>irly, especially as the Biding had to ;.pa_V !•:;.-.:• Cr Saxon did not think the OverBeer had done his duty. He was paid 9s a day to see the roads. The Overseer put too much time away in labour, but he ought to spend more time going round the roads. MrMitchell said he thought Cr Mitchell stretched the statement .iwhen he said he had not been to Awahou for 4 months, but he had snot been for 8 months. He was >•■ suffering from a bad back which incapacitated him from riding far. If he could go by train he might be able to manage it. Though he had not been to Motoa, he had been in Cr l_titcheirs Riding. There was one thing, Councillors seemed to think because they did not see him on the roads that he had not been on them. Or McKenzie had said he had been ' BrWay but he had been in this Riding JtvHce'this month. Cr MoKenzie knew when the . Overseer was away by the work of the roadmen. He knew the Overseer had, been down occassionally but he was not there enough. He was sorry tp hear that the Oversee** wa. unable i to do his work. He ought tb have reported; On the

whole he had been extremely well i p eased with the Overseer: Cr Mitchell said fcne onus of supervising fell upon the shoulders of the Counci lors owing to the lack of attention on part of the overseer. ! Proposed by Cr Ransom, seconded |by Cr McKenzie, That tenders be called for re-formation on Jones' Line. Tenders to be in by next meeting of the Council. Proposed by Cr Mitchell, seconded by Cr Robinson, That the Shannon ferry yarrls be proclaimed a public pound. Ferryman to be poundkeeper. Proposed hy Cr McKenzie, se. conded by Cr Hammond, That tenders he called for metalling about 90 chains on Foxton Sandon road, (from the end of the metal to Rosina siding). Tenders to be in by next meeting of the Council. Proposed oy Cr Masters, seconded by Cr Saxon, That tendera be called to finish 35 chains on Speedy 's line to he in by next mpeting* Proposed by Cr Masters, seconded by Cr Saxon, That this Council agrees to pay Mr Bull 4JIO per acre for the land required for the road taken through his property on McDonell's line, and also pay him 14s per chain for fencing, to be paid for by 5 equal yearly instalments, to bear interest at the rate of 8 per cent on unpaid instalments. Pro* vided it can be legally done. Cr McKenzie moved, 'Ihat the resignation of Cr Mitchell be accepted with regret. Be said it was a little more than a formal . resolution. It was with regret he learnt ot his resignation. He would be a loss to his Biding and he regretted his being unable to continue in the Council. Cr Hammond seoonded and it was carried unan mously. The usual accounts me passed for payment.
