The German Lloyd's are abandoning the Sydney-Samoan service. Information from Western Africa states that the French residents in Benin complain of the English occupying the Benin coast with missionaries, and Abbeokuta being kept in a state of siege. The Novosti asserts that it will be impossible for Great Britain to buy the Congo State should she desire it, as the Great Powers would not consent. Lord Roberts, Commander-in-Chief in India, has arranged a meeting with the Ameer of Afghanistan at Jelalabad, at the head of the IChyber Pass, to discuss the frontier difficulty and the Bussian advance in the Pamirs. The Novoe Vremya predicts that the Pamir question will be amicably settled without Russia making any concessions.
