Foxton Borough Council.
The usual meeting of the above Council was held at tha Library
Present- -The Mayor (G. Nye), Crs Williams, Abett*, Austin, Startup, McMillan and Stansefl. The minutes of the previous meeting were read and confirmed. The following correspondence was read. i inwards. 1 Palmerstori North' Hospital Board, intimating the amount of cofltfibution to be £12 10s 6d. J. Gillespie, tendering his resignation as Inspector of Nuisances. W. Langley, applying for lease of road at 4s per annum for 5 years. J. A. Perreau, offering 8s per year for portion of road. Mr.sW. H. Young, applying for help to keep her family. Her husband being ill in bed. , The following accounts were passed for payment : — General ac-count-J. Sullivan, £4 7s 6d ; C. Spring, £1 10s do £5 4s» Id ; T. F. Gibson, £6 5s ; Hennessey, West wood & Co., 19s 2d ; Robinson Bros., £37 6s 6d ; 0. H. Williams, £2 4s ; J. Watson, £3 2s 6d ; W. Alzdorf, ss ; F. E. Jenks, 4s do varnishing plan, 7s 6d. Charitable Aid account— Palmersfcon North Hospital and Charitable Aid Board, £12 10s 6d ; Mrs Ball, £1 17s 2d ; Mrs W. H. Young, 8s 8d ; Dr Dermer, 12« 6d. Library account — H. Blake, £1 10s ; W. Park, £3 2s lid ; B. Spelman, £1 7s ; McMillan, Rhodes & Co., 14s ; Insurance-Library, £4 17s 6d* Reserves account— J. Sullivan, £2 7s 6d ; C Spring, £2 6s 6d do 12s 9d ; G. Trask, £1 10s ; J. Coley, £3 12s; R. Gray, £1; Bourke, 6s ; J. Laird, £1 Is 3d. The following resolutions were passed. Proposed by Cr Williams, seconded by the Mayor, That Langleys, Perreau, and Bismarck's offer be accepted for use of parts of roads occupied by them for one year only. Cr Williams said it must be understood we did not use these roads. It would be acting as dog in the manger to refuse their offers. The offers must be about the value, or they knowing their use, would have given more. The offers should be accepted as they were not anxious to make a revenue, only to establish the Council's claim to the land. Cr McMillan would agree with the resolution except that he would like to see an uniform price per , acre charged. The resolution was carried. Proposed by the Mayor, seconded by Cr McMillan, That this "Council take over the management and control of the floodgate in main swamp drain. The Mayor said the floodgate was ! at the opening of the drain on the Wirokino roadi The -^oattet .>was built at the oost of the- Mahawatu bounty Counoil and the landholders who paid half each. The floodgate which shuts out the spring tides, is the property of the Borough. The land owners undertook to look after the gate for a year and they employed the late Mr Wintersgill to see the gate was clear and worked properly. He thought now the duty of this Council to take over the management, and if it is not looked after it might cost the Borough a considerable sum of money- The present floodgate has been in four years and cost £90. He (the speaker) had looked after it for the past year. It was not asking much to ask the Council to attend to this work. It meant merely letting one of the daymen^, go,, .up- now and then during floods to look aftev the gate. Cr Williams said he did not think a Councillor (who had been, objecting) knew where the outlet was., If' they did he felt sure he would raise no objection — He did not think taking over the worV would cost a pound a year. It was thought the resolution was not necessary and by leave it was withdrawn. Proposed by Cr WilliamE, seconded by Cr Stansell, That the roadman, be instructed to loot after the Jlqbd-; gates on the Wirikino road from, time to time.— Carried. , ; Proposed by Cr Austin, seconded by Cr McMillan, That the resolution passed, at the,, special meeting on August 28ra referring toHhe tiCe£fft£ sinking an artesian,well be .rescinded, — Carried. ■ ' - . - 1 . t Proposed by Cr McMillan, seconded by Cr Stansell, That Mrs W. H. Young's application for charitable aid be sustained, and that the Clerk be instructed to give bar .thM rations as long as usualf-*-Carijie<jk ? Proposed by Cr McMillan, seconded' by Cr Stansell, That the site for the artesian well be in the Avenue near the bridge, and that the public works committe be empowered to fix upon the exact spot. Cr Ahem would like to let the contractors please themselves as to the spot they started at. The Mayor said the site fixed on was near the lamp-post by the bridge and was about ten chains from the Court-house corner; i ; Cr Stansell said an impression was amongst the country ratepayers that they would have to pay the rates for this water supply. The Inspector asked for powers and for his duties to be defined. He, wrote to, the Council but the^r (the. j Council) considered.it wag not fieoes- .,, ■ sary to give him the power asked for. He (the Inspector) had then said i( . that he must resign as he had not the power to move on some import, ant portions of the by laws, He believed the Council, would .regret losing the services of the Inspector, Cr Williams proposed that the Council go into committee.
