TO THE EDITOR OF THE MANAWATC HERALD,

Sik,— As I have always kept the welfare of New Zealand in view, I beg you will allow me space to point out where the Ballance administration has made a mistake. Mr Ballailc<? has had two years Burplus:" oi about £400,000, but out of that how much has he spent on pnblic works ? Now if I had been boss I would have spent the whole of that on public works, to improve the country and keep the people, and it would have been the means of bringing others out of their shell. The hloney that he paid otf our debt is not felt there, he had better borrow that much more, and try and finish the progressive works up to a paying point. The more New Zealand is improved the richer she will become, then the more people to pay the tax the less for each one to pay. With a very little scheming our share would come down from £2 per head to 10a. Ido not Want a change of Government, but would like Mr Ballance to finish the public works, and spend more money on and >aye it in other ways.— l am, &c,
