The Empire of Morocco lies at the far north-west of Africa, exactly opposite Gibraltar. It is bounded on the east by Algeria, on the south by the Igdi desert, and on the west by the Atlantic and on the north by the Mediterranean sea. It is an absolute monarchy, and consists of the Kingdom of Fez and Morocco, to the north of the Atlas mountains, and the territories of Sus, Dra, Wadi Tafilet, Tuat and others to the south, which are again subdivided into thirty-three districts^each under the superintendence of a " Kaid " ; but the semi-independent tribes are ruled by their own chiefs and scarcely acknowledge the authority of the Sultan. There are three capitals, Fez, Morocco, and Meqninez, but the representatives of the Foreign nations reside at the port ofTangiera in the Ftraits of Gibraltar.
By our cablegrams it will be noticed that the Bashaw has had a riot at Fez and has been rebuked by the Sultan, it remains yet to be seen whether the Sultan is sufficiently powerful to enforce his penalty. There was some trouble in 1888 owing to the abuse of the powers of the Foreign Consuls and diputes amongst them. We heard that France had offered protection to the Sultan, now to day we hear of the Sultan having assented to a treaty with Great Britain.
The Sultan is Mnley Hassan, and is descended from the Scherifs, the pretended descendants from Mahomet. His mana therefore should be great. If he could wholly depend upon them he has an army of 20,000 and a militia of 80,000.
