The Local Government Bill has passed its second reading in the House of Commons by 839 to 247. The Duchess of Teck and Princess May have had a narrow escape from serious burning, owing to a candle igniting the clothe 3in a bedroom. Telegrams to hand from the West Coast of Asrica state that the King of the Jebus killed 200 of his followers, including a large' number of young girls, in order *to propitiate the Deity previous to the battle in which the Jebus were defeated and the King taken prisoner. Captain Osborne has resigned his commission in the army. In view of the general election, the Marquis of Salisbury has addressed a meeting of 400 Tory electioneering agents. The Labour Electoral Congress is urging that the question of Payment of Members be made a test question at the coming general election. The result of the division on the second reading of the Irish Local Government Bill is encouraging Ministers to push the Bill through, and the general election may possibly be. delayed till it has passed. A motion providing for the disestablishment and disendowment; of the Scotch Church was defeated/ in the House of Commons by 56, and an amendment to the effect that it i was desirable that the Scotch Churches should re-unite on a national basis was carried by a majority of 70. General Booth is sending a delegate of the Army to New Zealand to negotiate with the Government for better terms for land for the settlement which the General proposes to found in New Zealand. Twenty thousand persons in Cleveland, Yorkshire, are said to be on the verge of starvation, owing to the distress caused . by the 3trike of miners.
