Foxton Borough Council.
A special meeting of the above Council, was held at tht? Library buildings yesterday at 2 p.m. Present—The Mayor (G. Nye), Crs Austin, Startup, Ahem, Staidsell, Williams, and McMillan. The Mayor explained that the meeting was called to consider tha tenders for Ranging, ferry, and! metalling. The lowest tender for ranging was-. P. Guerin at £10 a year. Cr McMillan asked if any charges had been made against the Banger. The Mayor said that at last meeting charges had been made bufc had not been substantiated.' Cr McMillan said that one ivan had promised to attend this meeting to make certain charges, but as .he was not present, he considered h.is statements were not to be relied on • Proposed by Cr Williams, seconded by Cr Austin, That Mr Guerin'sr tender be accepted as Banger for the ensuing year. Cr Williams said that he had made a few enquiries about the complaints against the Banger. He believed that the Banger had made no overcharge. People did not understand that he could charge according to distance. Be believed that Guerin had never charged more than what was allowed by the Act. Cr Stansell said he knew two persons who complained, One distinctly said he had paid more than one shilling on two or three occasions as fees for impounding from near his paddock, which was within a mile. He (Cr Stansell) had seen Bradcock pay more than he ought to have. He thought Councillors should speak their minds. The Banger had shown favour. Cr Williams understood that Cr Stansell had a complaint to make. Cr Stansell asked how he was to get the complainants before the Council if they would not come. Cr Williams said then that no notice should be taken of such complaints. Cr Startup knew that the Banger had omitted month after month impounding certain people's cattle, and he mentioned Spelman's horses asi being some that were never im* I pounded. The Mayor thought no notice should be taken of any complaints not substantiated. Cr McMillan referred to the Banger's reports, which showed that Spelman had five head of stock impounded in one quarter The Mayor said it could not be expected that the Banger should be on the roads of a night. He knew people turned animals out in the evening. As an amendment to the resolution Cr Startup proposed, and Cr Austin seconded, That tenders be called for the right of Banging for the next 12 months. Cr Williams said he believed the trouble had arien out of misunderstanding He believed the complainants were not posted up in the Impounding Aofc and therefore did not know the fee. If the complainants had appeared to-day and proved their charge they would have had something to say to Guerin, but as they had not it must be taken that they knew they had no charge worth making. Cr Startup withdrew his amendment. On the resolution being put a division took piace : Ayes -Nye, Williams, and McMillan. Noes— Stansell, Ahem, Startup and Austin. The resolution was therefore lost. Cr McMillan asked who was the next tenderer. The Clerk said Arthur Beeve, at £12 15s a year. He desired to say that having no ranger would mean pounds and pounds out of the Council's pocket, as the drains which r have lately been cleared, J would soon be filled in. Cr McMillan proposed, and Cr Williams seconded, That Arthur Beeves tender be accepted for Banger for the ensuing year. Cr Williams said that :t would have saved much time if Crs Stansell and Startup had said that they were working to obtain free grass fcr their horses. Cr Stansell sad that in Palmerston they tried the experiment of letting cattle graze on the streets. The Mayor said such a course would lead to endless confusion. On the motion being put the Council divided, which resulted as before, and the motion was lost. Proposed by Cr Stansell, seconded by Cr Ahem, That no Banger be appointed lor three months. On the motion being put the Council divided. Ayes— Cra Stansell, Ahem, and Startup. Noes — Crs Austin, McMillan, Williamsand Nye. . - ' Ifc The resolution was -lost. "Proposed by Cr McMillan, seconded by Cr Austin, Qhat the tender of Me3srs Davis & Piggott be -accepted for the Wirikino Forry for ' £93 tor the ensuing year.— Carried. The following tender for delivering 30 yards of metal at the Wirikno Ferry was received : — J. Anderson, 4b f.d a yard. Proposed by Cr Austin, seconded "by Cr Startup, That fresh tenders be called for metal Wirikino Ferry. Tenders to be in by the 4th April..— Carried. Cr McMillan wanted to know why Spring's cart was not employed in carting up the gravel from the station. The Mayor explained that Spel man had to be employed t > get the trucks cleared quickly, and Spring wus wanted to spread. The Clerk said that he had no notice till the morning that the gravel had arrived, and therefore had do time to make other arrangements. Cr Williams pointed out that these difficulties had arisen from not keep ing to the man who had obtained the contract for carting.
