Foxton Borough Council.
The usual monthly meeting of the above Council was held at the Library building yesterday at 2 p.m. Mr Ahem, the newly elected member attended, took the oath and his seat. Present— The Mayor (G. Nye), Crs McMillan, Startup, Aliern, Stansell, "Williams and Austin. The minutes of the last meeting were read and confirmed. The following correspondence was read. INWARDS. P. Keen asking for permission to erect a sign-board across the foot path. Charitable Aid Board asking the amount likely to be required to carry the Borough on to the end of the financial year. Horowhenua County, asking for copy of tolls before the ferry was leased again. The Clerk mentioned that he had sent a copy of tolls and requested a reply in time for this meeting. No letter had been received. From Bureau of Industries sending particulars of Austin's factory (hemp mill). He mentioned that shortly Constable Gillespie would be appointed Inspector. Alice Purcell asking that rates on sections 432, 282, and Parikau's block be transfered to John Purcell. Manawatu County Council asking for cheque for loan interest. E. Hawkins, asking for remission of rates and license of the Boarding House occupied by her. The Mayor said the Council must be careful to avoid making too many . remissions. They had made two already. Cr Stansell thought that as Mrs Hawkins was making an effort to support her family it would be only right to remit the rates and license. Audit office asking for payment of £2 for fee for auditing accounts. Railway Department, tho Department would supply screened gravel at Foxton at 10s a yard. Luxford & Co— Would deliver 6 iucli pipes 2 feet long on trucks at Palmerston at Is 8d each. W. Teversham, stating if gravel of the right sort is to be got at a reasonable distance he will asphalt footpaths 6 feet wide 2 inches thick at £5 a chain. Audit office returning the balance sheet of the Borough for the half year ended :50th September 1891 certified to. Reports. Cemetery. — That the Clerk draw up specification of duties of custodian. Wells. — That one be at the top of Main-street at the end of the triangle near old cemetery, second one at the commencement of Mouuoa. road near the ferry reserve. Open Drain Moton Road — Your Committee recommend the whole of this to be enclosed from .lohnston street to the old culvert, but only that portion from crossing against Hillary's house to old culvert to be done at present, the remainder to be included in next year's estimate. 30AD INSPECTOR'S REPOBT. Wirikino Terry. — The work in driving 12 piles and fencing up the approaches have ueon completed in a most satisfactory nmnner. There still remains about 40 yards of large metal to make the apjDixmches good. The main wire rope also requires looking to as it is beginning to break in some of the strands, but I think by reversing the wire from one side of the river to the othec would make all the difference and. answer the purpose. New ropes are also required to replace old ones. The road on No. 6 1 me has been attended to as it was in a very bad state and must be done. Whilst it is dry the daymen are throwing the bank into the middlft and cleaning out the drains on bolth sides of the road. Tho?. F. Gibson. Proposed by Cr Austin, seconded by Ob Startup, That the Clerk be authorised to order 125 six-inch glazed pipes for repairs to outlet drains on Union street The whole to be carried out as soon as funds are available. The Mayor made ;i long explanation about the cost a.nd necessity of of the work, and suggested its being done' by day labour. Cr Williams said he would press that the whole work be done and that tenders be called for the work. It always paid to call for tenders. Other Councillors interjected during the above mremarks, to the purpose that tendering was more advisable, and the resolution was withdrawn and the following was put and ) carried : — Proposed by Cr Williams, seconded by Cr Stansell That tenders be called for laying pipes and filling in drain 1 from Johniton street to the river,

Proposed by Cr Williams seconded by Cr Austin "That the clerk order 100 totara fencing posts for repairs fco fencing on roads and other work, Proposed by the .V'ayor, seconded • by Cr Williams That tenders be called for getting and delivering 40 yards more or less of clean coarse gravel for repairs to approaches on both sides of the Wirokino ferry. Proposed by Cr Williams, seconded by Cr Startup, That the bathing shed be shifted to a place to be . appointed by Crs McMillan, Stansell, and Austin. Proposed by Cr McMillan, seconded by Cr Stansell, That the clerk order 50 yards of screened gravel from working railways for repairs to foot* paths in Main street and other streets. Cr Williams said he understood it was not yet settled how the footpaths were to be repaired. The Mayor pointed out that asphalting was outside their Proposed by the Mayor, seconded by Cr Austin, That the clerk be authorized to make arrangements with Mr Jonson, to act as caretaker for the Foxton Cemetery and report on the same at the next meeting of the Council. Cr Startup spoke very warmly upon the resolution evidently under a misapprehension of the new am rangement proposed.. The Council went into committee. On resuming the meeting the resolution was put and carried. Proposed by Cr Stansell, seconded by Cr Williams, That Mrs Hawkin's application re rates and license be granted for the current year. Proposed by Cr Stansell, seconded by Cr McMillan, That Mr F. Keen's application re sign board be granted. Proposed by Cr Williams, seconded by the Mayor, That sections 482, 232 be transfered from Alice Purcell to John Purcell. Proposed by Cr Williams, seconded by Cr Stansell, That a committee consisting of Crs fcJtansell, Austin and Startup to meet on Wednesday next at 2 p.m. to form a by-law to license vehicles to carry passengers. 'Ihe following tenders were opened : — For cleaning out Main Swamp Drain— C. Adin, Is 3d per chajn. This tender was accepted. For cleaning out Guerin's Drain— G. Trask, Is 6d per chain ; G. Hughes, Is fid; J. Guerin, 2s; C. Adin, Is. 0. Adin's tender was accepted.
For cleaning out part Wirokino Road Drain - Or. Trask, 2s per chain ; C. Adin, Is 6d. C Adin'g tender was accepted. . For cleaning out a further part of Wirokino Road Dra'n C. Adin, Is per chain. This tender was accepted. For sinking two wells in Mainstreet J. W. Watson, 7s 8d per foot. The tender which included iron casing was accepted. For carting for the Borough for 1 year— o. Spring, 8s 6d per day ; •T. Anderson, fls (Jd. The tender of C. Spring was accepted. i angor for the Borough — J. Wj Watson, £13 12s 6d per annum ; P. Guerin, £10; A. Reeve, £12 Ins*. Proposed by Cr Austin, seconded by Cr Startup, That the tender of P. Guerin be accepted for ranger at £10 for the year. On being put the motion was lost on the voices. Proposed by the Mayor, seconded by Cr Stansell, That the clerk be authorised to order two No 6 Douglas pumps with all necessary piping and to employ all necessary labour to fix the same as soon as wells are' sunk. Proposed by Cr Williams, seconded by Cr Stansell, That tenders be called for working the Wirokino ferry according to the old specifications, and appointing ranger.
