Manawatu County Council.

The usual meeting of the above Council was held at Sanson yesterday at 11 a.m. Present — The Chairman (V. C. Hansom), Ors Robinson, Mitchell, Masters, Saxon, and Hammond. The minutes of the last meeting were read and confirmed. The following correspondence was read : — INWABDS. From Land Office, forwarding plan of roads in County and asking for information as to roads metalled, formed, and tracks. J. Dafter, stating that on the 9th December his horse met with a serious accident on the bridge by his residence, and tha{ the bridge was in an unsafe condition. He valued his horse at £25 and claimed £7 for damages. G. L. Luxford, applying for transfer of Samuel George's name for his for section 10, 218, 279, Sanson,

From the butchers of the County, applying for the usual licenses. \V\ A. Brooks, asking for a sum for repair of the road from the Oroua Bridge Boad.

W. fl. Howe, stating that he had decided to take the sum of £30 for the Shannon ferry-house and tank.

E. Ashby, saying that he had by telegraph on Tuesday, 24th November sent a tender for claying on the Foxton road at 21s a chain. He saw by the paper that Cooke's tender at 24s 3d had been accepted, and he wanted to know why his tender had been refused.

Palmerston Borough, sending subscription lists for hospital.

G. Gray, asking for any surplus there might be on two horses of his which he had lost and he had since ascertained had been sold in the Sandon pound.

(The Clerk showed that there was a balance of 18s.)

G. Nye, reporting new punt was finished. He showed that the total cost was £156 18s, and his estimate had been £160 Bs. J. El . Hankins, returning his bill of costs and assuring the Council that not one penny had been charged in the costs Horowhenua County, save actual out of pocket expenses. R. Gardner, stating that he at present had no road in this County and that he paid his rates with great reluctance. He wanted also to know when the next election for members to the County will take place and the latest day of nomination. G. H. Luca3, asking some particulars as to the £18,000 loan. Charitable Aid Board, Wanganui, stating that they could not give the sum of £18 10s for D. Young, as the Government subsidy could not be obtained for the amount, it not having passed through the books, and the sum had been collected for the benefit of a particular person. Be Ashby's letter, the clerk explained that the telegraphist had sent it up with another by a boy, who he could not remember, and instead of giving the telegrams to him, had placed them on the counter without a word and there they laid ; till the following Saturday when | they were found covered with other papers.' Re Dafter's application the Chairman said the legal advice they had ! always received in such cases was | that the Council was not liable unless they were well aware of the position. The Council agreed that they couldH recognise no liability for the accident. Pickering,

Henry Rutherford, and W. K. Simpson fo^ slaughtering license be granted. Propose ' by Cr Mitchell, seconded by Cr Rob nson, That W. H. Howe be paid £30 for the building standing on the Shannon ferry reserve in terms of his lettor of BOth Nov. 1891.

Cr Mitchell mentioned that the lessee of the Shannon ferry refused to take delivery of the punt until he obtained new gear. He had taken upon himself the responsibility of authorising the purchase of new gear, which had cost £5. Proposed by Cr Robinson seconded by Cr Masters, That the Horowhenua County Council be consulted with regard to the disposal of old punt and gear now lying at- Shannon.

Proposed by the Chairman, seconded by Cr Robinson, That the application of Mr G. H. Luxford to have the name of Mr S. George placed on rate book for sections 10, 213, 279 Sanson instead of his, be agreed to.

Proposed by Or Mitchell, seconded by Or Robinson, That the clerk be instructed to write to Mr J. H. Hankins requesting that he serve J. W. Stewart with notice to complete the survey of the road on the Motoa estate without delay.

Proposed by Cr Mitchell, seconded by Gr Robinson, That the amended account of Mr J. H. Hankins be paid.

Proposed by the chairman, seconded by Cr Robinson, That the clerk and overseer mark and name the roads on* plan sent by survey department in terms of their letter.

The Treasurer reported the County had a nett credit Balance of £827, besides £1000 on fixed deposit. The A wahou "Riding had a credit of £159.

The Chairman reported on the Longburn bridge enquiry and they had met on 15th December when it was adjourned to oth January when witnesses were present and gave evidence in favour of the bridge. 'I he enquiry was adjourned to next day. The whole matter now rested with the Commissioner. It was decided that the one who lost should pay expenses.

The (.. lerk mentioned that the dog tax had come in the past year better than it had ever done before.

Proposed by the Chairman, seconded by Cr Robinson, That the dog registration fee for the year be fixed at 2s 6d per dog and that Mr ( ox be appointed registrar, and that this amount be payable at the County Office on or before Ist April.

Proposed by Cr Saxon, seconded by Cr Masters, That the Clerk be instructed to apply for all rates before the next meeting, any rates then outstanding be sued for at once.

Cr Mitchell brought the drainage dispute between Messrs Wilson and Edwards up. Mr Wilson objected to the alteration in level of drain being done by Mr Edwards without leave of the Council. He (Cr Mitchell) had told the Overseer to give notice to Mr Edwards not to touch the drain without permission of the Council. However, Mr Edwards had paid no attention, but had lowered the drain. Mr Wilson had said the owners of Moutoa Estate would hold the Council answerable. He (Cr Mitchell) had therefore put the suiface man to fill up the outlet of the drain.
