London, The general election will probably take place in August. The Times quotes the distinct cleavage of constitutional politics in the colonies, as instanced by the Parkesand Griffith schools, and holds that the result of the Federal Convention proves that Mr Gladston's Home Eule proposals will not secure unity and finality. Sir Chajles Tupper considers that the MoKinley tariff of the United States will draw England and Canada oloser together in trade. Delegates from English Quakers who visited the famine-stricken districts in Russia confirm the reports as to the suffering ot the peasants, and implore aid from all nations on their behalf. A cable message received from Melbourne stating that the Victorian Government intended to place a loan on the market instead of issuing Treasury Bills, has upset the market, and caused disgust at the . unstable policy of the Government. There is a widespread opinion among bankers and brokers that Treasury Bills, must be issued, as it is doubtful whether the Colony could raise half a million at four per cent at par by means of a loan.'
Mr Henry Irving's revival of " Henry VIII." at the Lyceum, was a great success. The piece was splendidly mounted, and the dresses are described as the most magnificent which even Mr Irving has commanded.
Lord Coleridge, Lord Chief Justice of England, proposes that a Council of Judges should meet the President of the High Court of Justice and the Marquis of Salisbury, to discuss de* sirable amendments in the procedure and practice in the Supreme Court, including a review of sentences imposed on criminals, costliness of litigation, and expenses attached to an appeal to the House of Lords.
