Remarkable Decrease of Grime in England.

The recently published report of the Commissioners of Prisons shows that during the year ending March lo3fc, there has been a continuance of the remarkable decrease in the prison population in England since 1877. In March of 1878, the average daily population of the prisons (exclusive of military prisoners under sentence by courts-martial) was 20.838, the number in March, 1891 (including military prisoners sentenced by courts«martial) being only 13,706. The number of juvenile prisoners has also decreasedby about 50 per cent.
