The Treatment of Habitual Drunkards.

In the course of a paper read by Dr Firahan Grother bffo:^ the British t> ssociation upon instinctive criminality, it was pointed out that acoholiem is its most fruitful po'^c-.; i It was i.v!?ed that there should be r I prolonged ov f nite conh'nement of ! '*"• hctiv :> ninal and habitual '•ard in isi . rial penitentiaries '. t ifein they v.vuld be taught trades ivc, a-d receive for thi-ir own reasonable use all they might earn above the cost of their maintenance. This system has been tried with success in America, and its proved economy, to say no ! hing of its reasonableness and humanity, might at least recommend its trial in our own country. The I absence of any organised method of dealing with habitual drunkards is a glaring defect in our system of jurisprudence. Is it not a cruel anomoly, that while the insane person of suicidal or homicidal tendencies is promptly placed under restraint, the habitual drunkard is at perfect liberty to bring misery, poverty, ruin, and even death upon himself and others ? Germany it may be noted, is proposing to place suck dangerous members of Society under restraint in care of special guardians. — Home Paper.
