At latest advices he was in a precarious position. The Nihilists have issued a manifesto demanding that Parliament should take measures to assist the peasants in the famine strioken districts, and have succeeded in sending a copy to the Czar. Ten thousand seal pups have been found dead on the islands in Behring Sea, owing to the slaughter of their parents. The Pope has addressed an allocu* cution t > the College of Cardinals declaring that his enemies are seeking to inflict a deadly blow on the Papacy, and that the difficulty of the situation is daily increasing. He urges that it is to the interest of the heads of States to uphold the Roman Catholic Church, which iB the greatest moral power in the world.
