Manawatu County Council.

The above Council met at Sanson yesterday at 11 a.m. Present— V. C. Ransom (chairman), Crs Mitchell, Robinson, Masters, Ham. mond, McKenzie and Saxon. The minutes of the previous meeting were read and confirmed. The following correspondence was read : — INWARDS. .T. McLennan, requesting the Council to see that the Tramway contractor obtained a crane from the railway to remove some freezing machinery. J. Evans, requesting transfer of section 170, Sanson, to T. H. Edwards. James Bull, asking permission to erect a gate on the north-west end of the road. He would put up a gate. The road is on the cliff opposite Ohinepuhiawi. Hemi Warene, pointing out that some Europeans were removing land at the eastern end of road at Native reserve at Te Iwi te kai, Motoa, which will eventually cause his land to be washed away, if this was not stopped. J, Thompson, ranger, reporting that since he last reported he had visited the roads in the County and had impounded 18 head of cattle, 6 horses, 2 bulls, and 10 pigs. J. Thompson, asking for extension of time on No. 2 contract, Howe's Taipo road, owing to the last heavy rains. Survey Department, forwarding plan showing the roads in the Oroua Downs Estate. A copy of the objection of the Manawatu Road Board, addressed to His Excellency the Governor, to the erection of a bridge over the Orona River. &jr Land Department, advising Coiincil of receipt of above objection, and stating if in the face of these objections the Council desired to proceed, it will be necessary to make formal application for authority to build the bridge under sub-section 2 of section 15, Public Works Act, 1889, as until that is done a Commissioner cannot well be appoined to hold an inquiry into tne matter. Lands Department, stating that with reference to the dangerous position of the pilot house, it had been referred to the Marine Department for consideration. Post Office Department stating that the removal ' ot the telegraph poles on the Feilding-Awaburi road will be enquired into the first time Dr Lemon is in the neighbourhood, Land Department notifying of the intention of the Manchester Boad Board to construct a bridge at Aorangi. outwakdh. The following resolutions were agreed to : — Proposed by Cr Ransom, seconded by Cr Hammond, That the ap« plication of J. Evans to have T. Edwards name placed on rate roll for section 170 Township of Sanson instead of his, be agreed to. ! " Proposed by Cr Masters, seconded by Cr Saxon, That the application from James Bull to erect a gate on the Cliff road be granted, during the pleasure of this Council. In considering Mr Smith's letter Cr Mitchell explained that Mr Smith was actually leasing the land, 19$ acres, but had no occupation as the Natives were using it. The Clerk explained that Mr Smith had paid the rates for 2 years on the whole 56 acres. He ought to have objected at the right time. Cr McKenzie said that he could not see that the rate could be legally remitted. The Chairman suggested that; Mr Smith be informed that tjjPLrate must stand, but that he hacTbetter see to it at the next valuation. treasurer's report. Propwed 1 Cr Saxon, seconded by Cr Master , That the sum of £5 be paid to Mi Charlton ns compensation for anj claim he may have against the Manawatu County Council, Cr Saxon thought the claim of £10 was out of all reason. He had seen the horse shortly after it was hurt and it had been a lfitle knocked about, and was in a livery stable at FoiWing, stiff, for a few days. He thoright a small payment would be better than going to law. Cr McKenzie thought it should be shown that they must pay the damages before they did. He instanced an'aeeiclent on Frecklington's line, which at first appeared impossible to avoid, but it was referred to a solicitor and resulted that the gnfferer had no claim, and they never paid anything. He instanced other cases, where summoning the Boards had been spoken of, but thought better of it. He believed that if there was a case, Munro Mas answerable for the road, and any neglect was at his door. Cr Saxon explained that Munro asserted that he had reported the matter to the Overseer. The case had been taken up because it was understood Munro had asserted that he had mentioned the state of the culverts twice to the Overseer. Cr McKenzie after this agreed to withdraw any opposition to the payment. The resolution was carried. Re Shannon punt, Cr Mitchell reported that he had been informed by the solicitor that the ferry could not be leased for more than one year. J. Hillary's tender had been accepted conditionally. He had placed Hillary in charge to work it for a month, and he (Cr Mitchell) intended to move that Hillary's tender be accepted for the year. He had nothing to say against Messrs Hopkirk. He thought that public bodies should exercise care in placing cornpotent men in charge of ferries. He feared that the Messrs Hopkirk might place one ot their employes at the mill in charge of the ferry. As legarded the application of Mr Howe, he would move that the house be purchased for £80, and Hillary was paying a rent of £7 10s, which he would be willing to pay to the Council. Proposed by Cr Mitchell, seconded by Cr That the tender of J, Hiltlßy be accepted for one year, , from 18th September, 1801, for ; the sum of £105. Proposed by Cr Robinson, seconded by Hammond, That the action of Cr Mitchell with regard to the Shannon ferry be confirmed by this Council. A conference with the Chairman 1 of the Horowhenua County Council 1 took place after dinner, which was held in private, re claims for mill road. Tenders for Shannon punt were opened :-— A. Speirs, £58 10s; A. Jotison, £88 10s ; Aldridge & Easton £BH.
