HOUSE OF REPRESENTATIVES. MONDAY, SEPTEMBER 14. The Speaker took the chair at 2.80 p.m. The House decided to still disagree with the amendments made in the factories Bill by the Legislative Council, and Messrs Pinkerton, Tanner, and Rees were appointed managers of a conference with the Upper House. Tne report of the Conference on the Legislative Council Bill was to the effect that the Legislative Council agree to the limit of age being 21 instead of 35, term of office seven instead of ten years, tbe Upper House may elect its own Speaker, and the House of Representatives agreed to striking out the amendment making the Act operative from the Ist .January last, it being decided that it should come into force when it received the Governor's assent, on the Government receiving a positive assurance that no promises had been made that those appointed in January last should come under the seven years' tenure, The Premier said it was not the intention of the Government to make any appointments to the Legislative Council previous to 1 the Act coming into foioa. — After

some discussion the repoxf^Mpad* opted by 48 to 12. The Light from Crown Lands Restriction passed through Committee without alteration. The Lyttleton Harbour Board Land Bill, the Factories Bill, the School Committees Election Bill, Minicipal Corporations Act Amendment Bill were considered in Committee and finally read a third time and passed. The House rose at 1 a.m. TUESDAY, SEPTEMBER 15. The Speaker took the chair at 2.80. The North Island Main Trunk Railway Loan Application Act Amendment Bill. was introduced by tha Native Minister, and read the first time. In Committee on the Counties Aot Amendment Dill, a proviso was added to clause 2 (new road board district may be formed on petition signed by two-thirds of ratepayers), providing that no new road board district may be formed unless the area contains 50 or more ratepayers, and has a rateable value of £50, 000. — Clause 5, " Council may declare all district roads to be ,county roads," was struck out on the voices.— Clause 8, " County Councils may require owner of land to remove impediments to water courses," was amended partially, and finally postponed to allow of it being redrafted.— Clause 10, " County electors to have one vote only." Mr 0. H. Mills moved an amendment that the limit of votes should be reduced to three according to the rateable value of the property: £1000 one vote, £2000 and not more than £8000 two votes, and up to £10,000 three votes. — The amendment was lost by 31 to 18.— Ultimately the clause was struck out by 38 to 14. — Clause 13, "separate accounts to be kept for each riding," was excised from the Bill on the voices, as was also clause 18 " creation of of new counties by petition." — A new clause was added to the Bill empowering county councils contributing to institutions under the " Hospital and Charitable Institutions Act, 1885," to appoint trustees for such institutions; in case all the trustees of such an institution shall resign the office. — The Minister in charge (the Hon Mr Cadinan) moved a new clause authorirising the payment to R. R. Meredith, of Masterton, by the Wairarapa North County Council, the sum of £246 15s lid for law costs incurred by hina-ifi— an action for trespass, " Moore ~>. Meredith." — The clause was postponed, in order to .consult the Speaker as to whether it was admissable. — : Mr R. H. Reeves moved new clauses enabling County Councils to light streets, roads, public buildings, etc., which was agreed to, and another clause was added to the Bill empowering County Councils to contract for such Hghtincr. — Clauses enabling County Councils to pay chairman a salary and travelling expenses of councillors was negatived on the voices. -The Chairman announced that, after consultation with the Speaker, he mu.?t rule the clause relating to Mr M eivdith's law costs out of order.— Other slight amendments were made and the Bill then passed its final stages. The House rose at 8180 a.m.
