Foxton Borough Council.

» ■ . A special meeting of the above Council was held at the Library Buildings at 2 p.m. Present — The Mayor (T. Wilson), Crs McMillan, Austin, Startup and Williams. The Mayor proceeded to read the Public Works Committee's " report and directed the Councillors attention to it. On clause 1 re crossings The Mayor moved and Cr McMillan seconded, That the gravel crossings for the convenience of foot passengers, one opposite Whyte's Hotel and one at McMillan's shop, as reported made by the Chairman Borough Works Committee be authorised. The Mayor said however much he might deprecate such things being done yithout authority, he believed it was done with all good intent. Or Williams said that the Chair-

man of the Committee had never consulted the other members of the Committee. He objected to one member doing the whole of the work. One of the members 'should have been consulted. He would not oppose the motion as probably he would have agreed to the work. Cr Austin said he endorsed all Cr Williams had said. Cr Startup said they should not be too hard on Cr Nye, as he had done a lot of work, and if he had seen a hole in a road ha had had it mended, and he might for the future delay for a full meeting. Cr Nye then entered and explained that he understood the meeting was called for 2.80. The motion was carried. The meeting was then adjourned to enable the water works proposals to be considered. Cr Austin said that the objections held many years ago in Wellington about a supply, existed here, that only those who particularly wanted water would move. It was bad water that oaused typhoid fever, and he thought that something should be done. He proposed that the meeting go into Committee. Cr Nye gave a sketch of a supply for fire purposes which he estimated at J81167 for a four-inch pipe. The Clerk said that he had taken out the valuation of the properties within Johnston and Russell streets and the river, and it amounted to £2767, which at Is in the £ was £188 7s. On either side of Main street, the valuation was £2000, which at 1/- in the £,■ would be £100. Cr McMillan said that as far as he could see that they could not go further; as the ratepayers on the Mainstreet would never stand an extra rate of Is in the £, which the in'tereat on the works would mean. Cr Startup thought a series of wells might be sunk in the streets, % 8 or 4 in the Main-street, otters elsewhere and have a platform and pump erected over them. The Mayor, doubted if such water would twTany good if got. He proppseji that Cr Nye be thanked for his information, and that the matter be dropped. The special meeting re Works Report was then resumed. Cr Nye explained his action re crossings. He hardly thought that Crs Williams and Austin expected him to run about and ask them what he was to do. The work was done by the day labour and the gravel was in the yard. Cr Austin made an attempt to bring up the lamp subject but was promptly ruled out of order by the Mayor. The Mayor, on the item of repairs to ferryhouße coming up, said, they know that this report was postponed to the special meeting. He had ruled that this should be done. He noticed by a paragraph in the Manawatu Herald that by doing so he was supposed to have put an affront on Cr Nye, he had not inten-, tionally done anything to annoy Vv Nye, nor did he wish to do so. Tenders were opened for alterations to ferryhouse: — H. Aldridge, £9 10s ; A. Musgrove, £5 12s. r Cr Williams moved and Cr McMillan seconded, That H. Aldridge's tender be accepted for alterations to be done at ferryhouse according to specifications. — Carried. It was resolved to. do nothing in the matter of filling in drain on Union Street. Cr Nye moved and Cr McMillan seconded, .. That the Clerk be instructed to advertise giving notice that on and after 16th. July ' that all rubbish or other waste matter must be disposed on Harbour street* at the back of the old bathittg shed between' Messrs Spiers and, Austin's flaxmillg this being the site • fixed on by the Borough*"Council for all rubbish within the Borough. ' ( On a division Crs Austin and Startup votedagainst.it. The motion was carried. " : Cr Nye moved and Cr McMillan seconded, That a lean-to be erected at the back of the ferryhouse for the storage of ropes blocks and all spare gear belonging to the ferry. The work to be carried out as soon as funds are in hand.— Carried/ Proposed by Cr Nye and seconded by Cr Austin, That the Clerk give notice to all landowners to clear off all gorsespreadingonroads.— Carried. Proposed by Cr Nye, seconded by Cr McMillan, That a small shed be erected at the back of the Library for the storage of tools, nails, and other materials. The work to be done as soon as funds are available. Carried. CrNye proposed and Cr Austin seconded, That £10 be spent in making a trial of wattle planting on the Foxton Town Reserve. Also that the dayman be employed in planting sand binding grass on the drifting sand on said reserve. Also that a price be got from P. Gray for two year old trees to fill up all misses on "the plantation already fenced in on the above reserve. Carried. Proposed by Cr McMillan, seconded by Or Williams, That that portion of land at the top of Main street be planted with trees and evergreen shrubs.— Carried. Cr Nye said that after this meeting he intended to resign the ohairman* ship of the Publio Works Committee.
