Manawatu County Council.
The Counoil held its usual monthly meeting at the Council Office, Sanson, yesterday at 11 a.m. Present— The Chairman (V. C. Ransom), Crs. Mitchell, Hammond, Robinson, McKenzie and Masters. The minutes of the last meeting were read and confirmed. The following correspondence was cad : — INWARDS. T. Harvey, asking hr return of deposit. _Q.. Gropin, requesting C»- Hanson's name, to j be , plaped on: jrplli haying sold him his property. J. H. Hankins, notifying that the lease and bond of Brooks had been^ duly executed. G. R. Scott, applying for copy of the sidings taken out for tramway from the.Orbua Downs Estate. < _ James Risk, asking to have his property transferred to the name of James Henderson; • J. McLennan, asking that the name of E. A. Mitchell be inserted f as owner of sections ,184 to 187, Campbelltqwn. ' ' /^ • H.• Sanson, stating he was objecting to mobs of cattle and sheep being driven through, his property without leave; The owners therefore request T the Counoil to cause a notice to be posted at the entrance gate on each side of their property to the effect that no person would be allowed to drive' (fettle, sheep, or horses over their property without their permission. William Meehan, stating he had foundsome errors in the accounts of the Council for carriage. Offered a cheque for £4 for receipt in full. Horowhenua County, to ascertain if the item, costs Messrs Chapman & Fitzgerald, from the statement of Ferry account had been withdrawn. (TJie Clerk said that they had been informed that this had been done). G. Nye, notifying steps he had taken re punt. J. G. Wilson, stating that the Wellington Harbour Board intended asking, the House to have the County represented on it., and to ask if it was thought advisable. Palmerston Borough, desiring to know if anything was done re the formation* of a new Hospital Distriot. Survey Office, re control and maintenance of the Awahuri Bridge, stating it was necessary for the Council to be represented at the enquiry. H. W. Brabant, stating that he had appointed the 29th July, as the date of holding the inquiry into the Awahuri bridge, at Palmerstom. Treasury, asking for copy of special order, for making the rate on the loan.of £1750. Property Tax, te subsidies, enclosing form of declaration to be made by the Chairman. C. Bray sent his report on the tramway, and said he found that from Carnarvon to Campbelltown, was in very fair order, but to Sandon there were a number of slacks and kinks, but it was safe for slow traffic. The engine Fox was in fair order. OTJTWABDS. To Minister of Marine, saying that arrangements would be made to lower wire at Scott's ferry to allow steamers to pass up the river. HoroKhenua County, saying that Council thought it best in many ways that the punt be built at Foxton, and the matter had been left in Mr Nye's hands. Survey office asking for tracings of certain roads through Oroua Downs property. Hospital Board, leporting on certain oases for which they claimed. C. Rowe, replying re removing gravel from the river bed near his property. That Council was , not in accord with the action of the contractor. H. Sanson, informing him that Mudford and Costall had no permission to deepen drains. . Co'onial Treasurer, informing him that all steps had been taken for the loan of £1750 and asking for that sum to be paid into the County Bank. Mayor of Foxion, asking permission to stack timber on Harbour street for punt. > R. Greenaway, pointing out that those who petitioned for road work • had agreed to pay their rates at 1 once. As the work was done he was asked to send a cheque. I treasurer's report. The Treasurer reported that the < General Fund account was over- 1 drawn £255 4s lid. Sahson's letter, it was thought advisable that the road line through the land be opened up, and that Mr Sanson be requested to open his fences on the road lujfi. He thought if the country was represented it might tend to secure these charges being re-, duced. Cr Mitchell agreed with the re« marks made. He thought that in all fairness they were entitled to a member.. It was agreed to return T. Harvey his deposit, in the shape of a progress payment. The Chairman reported that he and the other members of the Committee had seen Mr Rowe as to the holes in the river; and he had said he did not think anymore need be , said be said about.it. \ The Chairman sayl that in the estimates a sum had beefi p^t for painting the office, and an offer had been made by Mx W. H. Tompldns to do the same for £18. One coat of terra-cotta and two coats of lead, and two coats on fences and outbuildings. Cr Mitchell pointed out it was ,all, a question of ways and means. Alternate tenders for one or three years, to be in by next meeting. Cr McKenzie supported the motion, and thought that the Overseer had made a good trial at the-specifica-. tions, but he thought fchey.wante^ considerable alterations. He thought tenders should bn at pcr 5 year, and payments made monthly. .Before letting he thought a ; : committee should go ow the specificationswhen they mignt be improved upon. As a general rule work is done cheaper by contract than by day work, and on these grounds hevoted for the motion. Cr Mitchell agreed with, the principal of calling for tenders for road maintenance. He thought t.here should be sureties found, as in event of an accident it was hard to tell what the costs might, be., - ; He. thought the Overseer deserved great credit for drawing up these specific cations. The Chairman said he did not? think it was intended to calk for tenders for all .the roads in the County. Cr McKenzie desired that this motiqn should not be thought as showing that the Council did not think that the Overseer had not made a very good proposal ; but he thought that other Councillors would be able j to point, alterations which would v make them better. 'J helbriflge is a wooden tressle one having:-t^d land spands 40 feet long' and one span over tlie water HO feet long. The width is 12 feet. The estimated coat is £BGO.
