The Irish Land Purchase Bill has passed through Committee. Mr Parnell admits that the Plan of Campaign will collapse shortly, The influenza epidemic is abating. Frequent conferences have taken place lately between the Directors of the Bank and the Joint Stock Banks with respect to strengthening the cash reserve of the Bank of England. It is understood that the banks are preparing for dangers which are looming ahead in the financial market, hence the desire to have the re serve increased. Both of the Newfoundland Houses of Parliament have approved of the measure enforcing the modus vivendi with France in connection with the fisheries, whioh was introduced at
the suggestion of Sir William Whiteway and the other delegates who appeared at the bar. of the British House of Lords to protest against Lo*l Knutsford's Bill. In moving the* second reading of his Bill at the end of last month, Lord Knutsford promised that the Government would not proceed with it in the House of Commons provided that the Newfoundland Parliament passed a simimilar measure. On hearing this statement Sir William Whiteway cabled from London to his colleagues at St John's to immediately introduce an equivalent measure, with the above result. In the House of Commons Mr Balfour carried the clause limiting the scope of the Irish Land Purchase Bill mainly to holdings of £80 valuation by a majority of 86. The Times characterises this as a pyrrhic victory and considers the clause endangers the practical working of the Act. £*A. committee, presided over by Baron Hirsch, for assisting the Jews expelled from Russia are arranging for the purchase of five million acres of land in the Argentine Eepublic. TJiey are also arranging to emigrate tfieir compatriots from German ports. "The Jews in Russia are soliciting the Eothschilds to induce the French Government to use its influence with Russia and Turkey to permit them to establish a colony in Palestine.
