+- - London. A revolt has broken out in Dutch Guiana of an alarming nature. The lower classes are rebelling against the domination of the upper class. The Italian Consul at New Orleans claims that he is preventing the Italians from killing the Mayor, Lawyer Parkinson, who headed the mob, and other leading lynchers. Towards the end of April a woman named Brown was found murdered in the streets of New York, under circumstances which suggested that the crime had been committed by " Jack the Ripper" who committed the murders in Whitechapel, London and a man known as " Frenchy," engaged as a drover in connection
with the shipping trade, was taken into custody on suspicion of being connected with the crime. The coroner's inquest on the victim concluded on the 15th, _ when the jury brought in *a verdict of murder against " Frenchy." The modus vivendi with Portugal has been extended for one month. The Portuguese Government have determined to resist any attempts that may be made to excite a revolution. Portuguese stocks are improving. The Chinese rioters at Wu-hu wounded Mr Colin Mackenzie Ford, the British Consul, and destroyed the Consulate. They also burned the Customhouse as well as the Catholic Mission. Another political outbreak has occurred at Hayti. Four assassins attacked President Hippoly te and two of his companions, and killed them. The French warship Seignelay was stranded on a sandbank off Jaffa on the Levant coast. Her position was supposed to be hopeless, but Lord Charles Beresford, who commands the Undaunted, ran a hawser half a mile out in the teeth of a gale, and extricated the ship after 52 hours' work. The money and stock markets are disorganised. Frozen meat is unchanged. Wellington hemp is in lair demand at £20 10s. The city has voted £3000 to prepare a suitable reception for the Emperor of Germany on the 10th July. The Queen will accompany him to Guildhall. Despatches received respecting the Munipur revolt show that Mr Quinton intended arresting the chief Senaputty in the open Durbar and leave the Regent on the throne. Many newspapers denounce the action as treacherous, and blame Mr Quinton and the Marquis of Lansdowne for it. The papers also condemn the inadequate force sent to Munipur. Munupuris who were tried for the murder of Commissioner Quinton, Lieutenants Skene and Simpson, and Mr Cossins, were sentenced to be beheaded by the public executioner. A drait agreement between England and Portugal with reference to South African territory has been signed, and has produced an excellent effect in Lisbon. Portugal receives a triangular piece of territory of 50,000 square miles in extent, bounded by the Pungwe and Zambesi rivers, and a line from Maranda to the junction of the Shire and Euo rivers. England obtains a rectified frontier with Manicaland, and the right of passage over the Limpopo. It is reported that England is negotiating with Portugal for the purchase of Goa, a port town, and territory between the boundaries of Madras and Bombay. The new Anglo-Portuguese agreement with regard to South Africa will be discussed in the Cortes next week. It is expected that Messrs Dwyer, Gray, Timothy Harrington, Nolan, and others will shortly desert Mr Parnell. Mr Gray, however, contradicts the report. The Belfast Tories have passed a vote of confidence in Mr De Cobain. At the annual Convention of the Irish National League of Great Britain, it was unanimously resolved that Mr Parnell is both morally and politically unfit to be further trusted.
