Manawatu County Council.
♦ | The ordinary monthly meeting of the above Council was held at the County Office, Sanson, yesterday at 11 a.m. Present — Crs V. C. Ransom (chairman) F. Robinson, T. Mitchell, Saxon, and Masters. The minutes of the last meeting were read and confirmed.
The following inward correspondence was read : — From E. B. McKenzie, regretting being unable to attend, and asking that the overseer be instructed to inspect the Whale Line and to call for tenders for work on road line neces sary to make the road passable. J. H. Hankins, re gravel reserve o.i Oroua Downs, stating Council could now enter. Colonial Secretary, acknowledging the result of a poll taken for £1750. Treasury, stating that the Colonial Treasurer has approved of the application of the loan for £1750. Palmer ston Borough Council, informing Council that the Borough Council intended to introduce a bill to enable the present Wanganui Hospital and Charitable Aid district lying between the south bank of the Rangitikei Eiver and the northern boundary of the Horowhenua County to be created a new district, and soliciting the support of the Council. Hawke's Bay County Council, forwarding copy of letter to the Hon. the Colonial Secretary re the question of native rates. John Jarvis, asking for transfer of part section 9 Douglas Block from Robert Garrett to himself. Robert E. Young, requesting the changing of his name to that of John Ellery for 100 acres part 11 and 12 Rangitikei-Manawatu, and sections 8 and 9 A, 45 acres, to that of William Ellery. Also section 10, 50 acres, to that of William Richardson. Patrick McCarthy, asking that section No. 95, Motoa, be altered to Thomas Wilson's name, he having purchased the section. R. B. Mckenzie, asserting that it will not be necessary to advertise for tenders for re-forming 100 chans on Rosina line as most of the work has been done by day work. S. Knight, asking for approval re the cutting of a small surface drain No. 1 section. He agreed to take all responsibility that might accrue from same. S. R. Turner and Charles Roe, calling attention to the state of the road between the Oroua River and Feilding on the east side of their respective properties. The large stones require breaking. They stated that their neighbours had already had two ixles broken on the stones. They did not stop him, but the key was left in the hands of the ferryman, and sometunes he is not in, and he may possibly be on the other side of the river, then he would have to wait, and if he wanted to drive cattle through and the paddock should be occupied with fibre he could not do so until the paddock was cleared, also if the flaxniil.ers should happen to want any favour which it would be inconvenient for him t r grant, then there is a possibility of bis being threatened with being shut in, altogether it is a very unsatisfactory state of affairs. ■ J. G. Wilson wrote as the ward is in funds he applied for the continuation of the metalling further towards his woolshed. Railway Department, agreeing to view the flax on the road on the 16th April. Horowhenua County, sending bylaws of Council re width of tires on wheels. Also prices paid for timber at Shannon, viz. : Totara, 11s per 100 f t; Matai and Rimu, 8s per 100 ft. Kailway Department, accepting Council's offer for flax. T. H. Edwards, applying for li cense to slaughter cattle. James Reid, requesting progress payment of £25, and for an extension of time. C. Lumsden, asking for amount due on Taikorea road less five per cent. G. Grant, saying he had ordered boys to remove lumps of gorse, and that he had informed them that they must not form gorse jumps on the road. OUTWARDS. To J. H. Hankins, forwarding cheque for gravel pit on tbeOroua Downs. J. Reid, informing him that his wishes re carting gravel had been attended to. | J. H. Hankins, sending Tram lease and bond. ' ' . . *' P. J. Manson, re accident on" road, stating the Council wer6 «idyised that they were not answerable. J. G. Wilson, stating overseer had been instructed to put cutting in a proper state of repair. Alderson & Co., informing them the Council were ready to accept their offer of £24 for flax on Oroua Bridge road. To be cut in six months, and money to be paid in advance. BE NATIVE BATES. The Chairman was in favour of such lands being rated, though it was not of much consequence to this County. Cr Saxon also thought every assistance should be given to CountieglU having such lands in their juiitediotion. The following resolutions were agreed to : — Proposed by Cr Masters, seconded by Cr Robinson, That the application of T. Edwards for a slaughterhouse license to kill small and great cattle on section No. 68, Cemetery reserve be agreed to. Proposed by Cr Ransom, seconded by Cr Robinson, That the application of C. Lumsden for payment for claying Taikorea road, he agreeing to deduct five per cent from the amount, be agreed to. Proposed by Cr Ransom, seconded by Cr Robinson, That the application of S. Knight to open a small drain on Hickford's line, he agreeing to take all responsibility, be agreed to. Proposed by Cr Masters, seconded by Cr Saxon, That the name of John Jarvis be inserted on the rate book, and electoral roll in place of R. Garrett for part section 9 Douglas Block also that section 95 Moutoa, be rated to the Moutoa estate instead of Timothy McCarthy, and that the names of John Ellery, William Ellery and Thomas Richardson be inserted in place of R. E. Young for property near Rangitikei river in terms of his letter of 22nd April. t ? Re Saunder's letter it was proposed by Cr Robinson seconded by Cr Ransom, That Cr Mitchell be empowered to deal with Mr Saunders re road leading on to Shannon ferry from his property. Proposed by Cr Saxon, seconded by Cr Robinson, That the Government be requested to legislate so as to empower local bodies to raise and recover rates upon native lands and the members representing this coast, be requested to do their utmost during the next meeting of the House of Rgpresentatives to get this request made law. Proposed by Cr Robinson, seconded by Cr Ransom, That the overseer be instructed to inspect the Whale line and to call for tenders for necessary repairs to the same, to be in by next meeting. Mr Martin Boyle attended to explain that he was unable to get on with his contract for metalling, as the spot he had been informed he could have got gravel, he had found there was none. He had seen Mr Eglinton but he had refused him permission to cart through his property in the winter. He asked that his jjptra&«^ be allowed to be held over wB the summer. He certainly could obtain the gravel from the Rangitikei river but it would be 80 or 40 chains further to cart and he had not estimated for it. The Chairman said that the Coun;U would consider his application imi let him know further ort.
REPORTS. The Shannon ferry punt committee reported : - We have the honor to report that the committee appointed to meet a committee of the Horowhenua Council re Shannon ferry punt Met Crs. Kebbell, Tompsittand Venn afc Shannon on April 25th. After taking into consideration the present traffic and the increase that is daily taking place, and also the inadequateness of present arrangements, think it desirable that this Council should take into consideration the advisability of building a new punt so that it might twfjeady in time for next lease. V. C. Ransom. Thos. Mitchell. Proposed by Cr Mitchell, seconded by Cr Robinson — That the report of the Committee / c a larger punt for Shannon ferry be received. The Chairman reported that he had seen to the " wash-out." He had seen Mr Brooks, who offered to move the site to a better one, but would not take less than the sum he had named. The builder also wanted £5 more if it wui built whore suggested. He (tho Chairman) had therefore decided to have it erected where the old building is. Proposed by Cr Ransom, seconded by Cr Robinson, That the following resolution adopted at a special meeting held on April Bth, 1891, to make a Special Order be confirmed. The Special Order referred to the making of a rate to find interest and sinking fund on loan of £1750. Proposed by Cr Ransom, seconded by Cr Robinson, That it is the intention of this Council at a special meeting to be held on the 10th of June, at 2.80 p.m., 1891, to strike a general County rate of f d of a penny in the £ on the rateable value of all rateable property in the Manawatu County for the year ending 81st March, 1892, and that the same shall be payable in one sum at the County Office, Sanson, on Ist July, 1891. Proposed by Cr Ransom, seconded by Cr Saxon, That notice be given that it is the intention of this Council at a special meeting to be held on the. loth June, at 2.30 p.m. to strike a separate rate of f d of a penny in the £ on the rateable value of all rateable properties within each of the Ridings of fcandon, Waitohi, Campbell, Carnarvon, Awahou and Kawaka'wa, and a separate rate of I of a penny in the £ on the rateable value of all rateable property -within the Riding of Mount Stewart for the period from Ist April, 1891, to 31st March, 1892, to become due and payable in one sum at the County Office, Sanson, on July Ist, 1891. The Council divided, resulting in the a^res being 4, Crs Ransom, Masters, Mitchell and Saxon, and the noes one, Cr Robinson. The resolution was therefore carried. Proposed by Cr Mitchell, seconded by Cr Robinson, That G. Nye, of Foxton, be instructed to prepare plans, &c, for large punt at Shannon ferry, also be empowered to order timber for the same. Proposed by Cr Robinson , seconded by Cr Hammond, That any private individual may purchase gravel from County gravel pit on payment of 4d per yard, and by obtaining an order from the overseer. Cr Saxon called attention to the the contractor who was metalling at Mount Stewart, who was cutting up the side of the road and the part former'y metalled. He understood that the specifications stated that the work should not be done during wet weather. . Proposed by Cr Ransom, seconded by Or Hammond, That the overseer prepare plans and estimates for forming and bridging about 2 miles of Longburn-Campbelltown road, and that tenders be called for doing the work* The same to be in by noon of June 10th, next meeting. Proposed by Gr Ransom, seconded by CV Hammond, That Mr Bray be asked to prepare plans and specifications and estimates (in triplicate) of bridge over Oroua river at Campbelltown • Longburn crossing, the same to be done in time for next meeting of Council on June 10th. The Chairman explained that 3 copies were needed, as he had to supply one copy to the Manawatu Road Board, and one copy to the Government. (.'u Saxon said that the surface work was not being done satisfactorily, and he should move at next meeting that it should be done by contract work, like it was done in Rangitikei. Cr Hammond said that he thought men did not go to their work in good time-. He had noticed one going to work at 9 o'clock. Cr Saxon said if it was thought it could not be worked by contract, every man should have a book in ■which he kept his time and where he worked. Cr Masters said that some people had asked him to support the opening up of the lanes in Sanson. The other day there were 7 or 8 chains unspread. even now there was a Ohun WBBpread in the middle of tho

The Chairman quite held that it was an important subject but said there should be a resolution. The ovei'seer thought there was not so much danger in it. Cr £axon warned an explanation it) contract on Mount Stewart road, the contractor Had told him it would take six weeks, yet tb& overseer hud said that it would be done in jibout a week, yet the contract had to bo fiuished by to-chy, and yctthero wore 15 chains to do. Cr Mitcbe 1 s&if? he had had a complaint re repairing Oroua bridge road. 'Jhere was an understanding that teams would be supplied by the setters, yet they had been hired from Campbelltown. The teams (3 horse), cost 18b a day. The overseer explained the action ho had taken. Proposed by Cr Saxon, seconded by Cr Master, That the overseer be instructed to have all metal spread every day m contracts on main or other roads. Proposed by Cr Hammond, seconded by Cr Bansom, That tho overseer prepare specifications for forming the road line from Rowo's mill to Typo-Aw ahuri ro:id. Tenders to be in by next meeting of the Council.
