CONDENSED CABLEGRAMS.

London.

The Government Gazette notifies that Lieutenant Guthrie, of the Fife Artillery, has been attached to the staff of Lord Onslow, Governor of New Zealand. Influenza is raging in Hull, and the death rate is 46 per thousand. In the House of Commons on the 16th Mr Maurice Healy challenged Mr Parnell to resign his seat for Cork, and give that constituency an opportunity of pronouncing an opinion on the questions at issue between the two sections of the Irish party. The challenge was made with warmth, and Mr Healy declared that Mr Parnell was unfit to speak in Cork on public questions. Mr Parnell remained silent through* out the attack, which has caused a profound sensation. Mr Secretary Blame, in a note to the Italian Secretary of Foreign Affairs, finally refuses to hurry the trial of the lynchers, and states that the question of indemnity will depend on the result ol the trials. He maintains that the Government should grant compensation to the families of the men who were lynched at New Orleans only in those cases where neglect and connivance of officials contributed to their death. This note will probably accelerate the downfall of the Rulini Ministry. Marquis Rudini, the Premier, says the New Orleans incident will not be closed until the United Btatea

that the lynchers will be delivered up to justice. If it is found impossible to obtain a favourable solution grave complications may arise, but it is impossible to anticipate such a result. The Jews, who are expelled from Russia, are proceeding to the Argentine Republic. Owing. to the want of money the Government has suspended the construction of the proposed railways in the Argentine Republic. The success of the conversion of the New Zealand loans, now going on to the extent of £800,000, is assured. Lieutenant Presgrave defeated 300 Munipuris, 50 of whom were killed.
