Prince Victor Napoleon petitions the Government to allow the remains of his father to be buried in France. Ex-King Milan has agreed to leave Servia till his son attains his majority and the Government allow him a pension of 80,000 francs per annum. France is mobilising her troops on the German frontier. The Rothschilds have arranged the Russian conversion loan. The Bulgarian Government is addressing a note to St Petersburg proving the connection of Russian officials with the murder of the Minister of Finance, and demanding their punishment. Russia continues to concentrate troops on the Austria frontier. The President and Secretary Blame have disagreed over the question of Canadian reciprocity, and it is expected that Mr Blame will contest the next Presidential election. Baron De Fava, Italian Minister, sailed from America on the 11th. The threat of the Italian Government to close diplomatic relations is denied. The hearing of the Sayward sealer case has been fixed for the 25th April. The confession of Politz, one of the New Orleahs victims, wliich has been published, proves that those lynched were guilty of the murder of Hennessy, Chief of Police.
