Borough Council.

♦ The usual monthly meeting of the above Council was held at the Library buildings yesterday afternoon at 2 p.m. Present — The Mayor (T. Wilson), Crs Williams, Jenks, Nye, Startup, Austin, and McMillan. The minutes of the last meeting were read and confirmed. The correspondence was read. Inwards — From Charitable Aid Board notifying that a levy of £7 17s 6d was made on the Borough for Charitable Aid purposes, and £5 10s 3d for Hospital purposes. B. Spelman, asking permission to

remove pound to sections 44 and 45 Avenue road. Horowhenua County Council asking for particulars of ferry account. The Mayor proposed and Cr Williams seconded, That this Council acknowledge the receipt of letter from Horowhenua County Council dated 10th March, and regret that they see any want of courtesy in their action re ferry lease, which, if any, was quite unintentional on the part of this Council, they being of opinion that they had entire control of the management ot the ferry — Carried. Cr Williams proposed and Cr Jenks seconded, That B. Spelman be allowed to move the pound to section 44. — Cr McMillan proposed, That G. Coley be offered the sum of £17 10s for section 237, the same to be transferred to the Council. The mover and Or Nye spoke in favour of the motion,?, considering it would be of advantage to the public. Cr Jenks seconded the motion and, on being put, was carried. Proposed by Cr McMillan and seconded by Cr Nye, That the Mayor be requested to write to the Minister of Marine and point out the gross injustice done to the trade of Foxton by withdrawing the only assistant the pilot had, and to request his reconsideration of the matter. Cr McMillan stated that rather than taking a man away, another man should have been put on. The trade was in increasing, not decreasing. His firm had word that 4 steamers would be in this week. Cr Nye said the action was bad, he knew how important it was that a man was there to help the pilot. — Carried. The Treasurer read the proposed Receipts and Expenditure for the coming year. It was proposed by Cr Nye and and seconded by Cr Austin, That Mr T. F. Gibson, the Clerk salary be raised from £60 to £75 a year, in consideration that he performs the whole of the Council's work, including the supervision of roads and all other necessary work in connection with the Council. Cr Williams said that he was against these rises. At one time it was thought too much to pay £85 a year. Or Nye said that Cr Williams must know that he had done a lot of the work gratis, but lie could not spare so much time. There was plenty to do. Supposing that the work took Mr Gibson 3 days a week it would only mean 10s a day. He thought the labourer was worthy of his hire, and he hoped any opposition would be withdrawn. He valued the road inspection at £25 a year and the clerical work at £50 a year. Cr Austin said he had no idea till today what the Clerk's salary was. He could see that there was plenty of work. It did not pay to give small salaries. At anything under 30s per week the Clerk was not repaid for the work done. CrWilliams by permission was allowed to speak again. He said that the office should be tendered for. The Mayor said the trouble seemed to be that there was so little money to pay him with. He did not think £75 was an extravagant payment. He administered accounts to £2000 a month, and he could do it, because there was not so much paraphernalia as in the Council work. Cr Startup said he was entirely in sympathy with the mover and seconder. He was surprised to find so much to be done. It must be remembered that they were going to give the Clerk more work. The motion, being put, was carried. Proposed by Cr Startup and seconded by Cr Nye, That the Town Olerk be instructed to write to the Railway Commissioners, drawing their attention to the dangerous state of their fences in Main street. — Carried. Proposed by Cr Nye seconded by Cr Austin, That the clerk be authorised to get a new notice board made and painted, showing- the scale of charges for burial sites ' and sexton's charges, and general regulations. — Carried. Proposed by Cr Jenks seconded by Cr Williams, That a proper plan of the Borough be obtained for general use, and that the public works committee report at next meeting as to cost of same. — Carried. Cr Nye proposed and Cr Startup seconded, That Mr Alzdorf be employed to mark and number all the new burial sites on the plan of the Foxton Cemetery that are not shown on the present plan. — Carried. Cr Nye -proposed and Cr Austin seconded, That C. Adin's offer be accepted to clean out the two drains on the Wirikino road, 60 chains at Is per chain, and 35 chains at Is 6d as per specification. — Carried. Proposed by Cr Nye seconded by Cr Startup, That £5 be spent on the Wirikino road and tenders be called for the work at once. — Carried. The following accounts were passed for payment : — W. Park, Library account £2 4s 3d ; E. W. Mills, Ferry £2 7s 9d ; C. Warne, timber £7 9s 4d ; W. L. Coe, collars, £4 3s 4d ; T. F. Gibson £5; J. Mathers, £42 12s 7d ; J.

Sullivan, £7 7s 6d ; C Spring, £3 a 19s 6d ; P. Guerin, £4 15s lOd ; J. 3 Hillary, £14 17s Gd ; H.
