Manawatu County Council.

<c _ The above Council held its ordinary meeting yesterday at Sanson at 11 a.m. Present — C. V. Ransom (chairman), Crs McKenzie, F. Robinson, Mitchell, Saxon, a?ad Masters. Cr Hammond arrived after the dinner adjournment. The minutes of the last meeting were read and confirmed. The following inward correspondence was read :— N.Z. Insurance Co., advising having purchased the Carnarvon property fron P. Larkworthy, Esq. T. Thompson, ranger, reporting having impounded 23 head of cattle and 12 horses. D. M. Brooks, reporting that his wife's illness prevented him from attending the meeting. He reported that new brasses were put on the " Fox " before he received the engineer's report. The asserted subsidence of the bridges he explained was merely the raising of the permanent way. The permanent way would be attended to on his return. John Reid wrote stating that intending tenderers again had asked to be allowed to cart gravel from the County pit, through the Kopani. He desired that when the Campbell-town-Longburn road is fenced that the County allow him to put a gate on the road leading to the gravel pit and bind contractors and others taking gravel from pit to keep the gate closed. He mentioned that as the road is now laid off it will not be used except for gravel. He desired to know if contractors were allowed to cart through the Kopani, if the Council would make good any damage done to gates, fences, bridges, &c, and that no carting be done in wet weather. N.Z. Railways, regretting that the Commissioners cannot assent to the proposal that the Tramway accounts should be dealt in the name of the contractpr. Alderson & Co., applying for permission to cut flax along the railway line around Bainesse to Oroua Bridge. They thought the Council had better sell it right out and offered £24 for it. W. H. Howe, stating that the punt at Shannon was far too small, and asking for a larger one. He enclosed a petition to the Chairman signed by 23 settlers. John Kebbell, admit-ing that there was no agreement between the two Councils. He submitted that all documents supported the facts previously stated. He suggested enquiries being made from previous Councillors. .T. H. Hankins, forwarding Shannon ferry lease. J. H. Hankins, advising the sale of allotments 106 to 115 and 94 to 96 from estate of late Hon. E. Campbell to F. G. G. Cowper, of Hawke's Bay. D. Crew, of Pahiatua, asking for particulars of salary and expenditure. T. F. Gibson, asking for financial statement of the Tramway. Charitable Aid Board, asking how much was likely to be required for aid for the year. District Survey Office, stating no action would be taken with regard to the ferry reserve at Moutoa until the Commissioner had inspected the site. Property Tax Department, forwarding voucher for payment of £375, being 75 per cent of subsidy due for the year 1890-91. M. Holland, junr., asking for extension of time on contract for Tompkins' line. The Charitable Aid Board forwarded n cheque for £28 16s, being the estimate, of amount needed, arrived at. OUTWARD CORRESPONDENCE. Anderson & Co., notifying that deposit would be absolutely forfeited. T. Mitchell, sending him Shannon ferry lease. Holland & Groom, asking them to attend to sign contract. Coker, a similar notice. (Clerk reported that Coker had not signed for any contracts, but the Rosina line.) D. M. Brooks, sending copy of Mr Bray's report. Chairman Horowhenua County, forwarding resolution passed at last meeting. Rangitikei County Council, suggeating a by-law be passed to prohibit vehicles passing over Rangitikei bridge faster than at a walk. The Treasurer's report was read. General Fund account, dr., £190 Is ; Sandon Riding, cr., £15 10s 7d ; Mount Stewart, £176 Os 2d ; Waitohi, £123 2s lid ; Campbell, £84 10s lOd ; Carnarvon, £182 14s 7d ; Kawakawa, £3 9s 2d ; General Expenses accounts, dr., £25 13 ; Awahou Riding, cr., £87 18s lOd; Net credit balance, £457 14s. RESOLUTIONS. The following resolutions were passed : — Proposed by Cr McKenzie, seconded by Cr Robinson, That the Chairman be requested to endeavour to make arrangements with the Railway authorities about the flax growing on the Oroua Bridge road, so that the Council may be able to deal with it. He Howe's application for a new punt at Shannon. Cr Robinson proposed, and Cr Saxon seconded, That a committee be appointed to meet a committee of the Horowhenim Council to consider

the advisability of building a new punt at Shannon. Committee to consist of Crs Mitchell, Eansom, and the mover. Cr Mitchell said that the present punt was nor, large enough. He had asked himself the question what was our position if an accident occurred. It was really necessary that a larger punt was found. Mr Toomath had reported that lie had last week sent 2 drays to go to Shannon and they were detained over 4 hours whilst sheep were being crossed. The punt could only carry 50 sheep. Cr Saxon said he did not think such a stop as mentioned was likely to occur often. Cr McKenzie said that the drays were not detained the whole time owing to the sinallness of the punt. He thought a committee was the best means to find out if a larger punt was needed. Cr Mitchell said this was not the only stoppage that had occurred, as only one dray could go on to the punt at a time. The resolution was earned. The Council adjourued to lunch, on the Council resuming, a DEPUTATION consisting of Messrs Beale, Brooke, and Honnor waited upon the Council desiring to interview the Council with rf gftrd to McLennan' s road. The Chairman said there was a road laid out through the railway j reserve half a chain wide. The deputation desired that this road should be gazetted open. It was proposed by Cr Bobiuson, and seconded by Cr .Hammond— That Cr Bansome and the mover be a rlepiitation to meet the settlers on Wednesday, 18th March, on McLennun's road. Carried. Cr McKeuzie proposed, and < r Ransom seconded— That Mr Peid be granted permission to erect a gate on the road leading to the gravel pit "on the understanding that i contractors be allowed to cross the paddocks when carting gravel. And that the overseer be instructed to make it a condition in the specifications that contractors taking gravel from the pit must keep all gates closed and bfi responsible for any damage done while crossing Mr Eeid's paddocks. Carried. Proposed by Cr Bansom, seconded by Cr McKenzie — That Mr Cannin , Campbelltown, Mr Turnbull, C roua Downs, and Mr Gibson, Foiton, be appointed deputy dog tax collectors, and that the remunerative fee be 6d per dog Carried. A petition from ratepayers in Campbell Biding was read, in which they asked that the road to Banks' Line be metalled throughout, by reducing the contracted thickness of metalling, and doing 24 chains more. The Chairman thought some arrangement as asked for might be done. Cr Saxon wanted to know if 4 inches of metal on the road would be of any use. The Chairman said that those who had to use the road thought so, and therefore they should know bes' . The following tenders were opened. Metalling Mount Stewart road — Schwass & Boyd, 24s per chain ; Behrent & Co., 24s Gd per chain ; Bichmond & Bugstead, 42s per chain ; G. W. Smith, 30s per chain ; Bowler 27s 6d per chain ; J. Thompson, 21s 6d per chain. Banks' Line - No tenders were accepted. Taylor's Line — Ludlow and Eyau, 18s per chain. Wash out— J. Reid £75— he also offered, on his own specification, to do the work for £68. Stationery — Andrew and KeKow and E. S. Thynne tendered, and it was decided that the ( lmirman and Cr Hammond be a Committee to deal with tenders for stationery. Cr Bansome moved, and Cr McKenzie seconded — That tendeis for metalling Banks' Line be not accepted, and that fiesh tenders be called for metalling Banks' Line right through. Tenders to be in by noon of Thursday, 26th March. Carried. Proposed by Cr Saxon, seconded by Cr Masters — That the tender of J. Thompson be accepted for metalling on Mount Stewart Line at £1 Is 6d per chain, and the tender of Ludlow and Ryan at 18s for Taylor's line be accepted Carried. Cr McKenzie informed the Council that Coker was not going to take up the contract offered to him. Proposed by Cr Ransome. seconded by Cr Hammond — That Crs Masters, Hammond, and the mover be a Committee to accept tenders for metalling Banks' line, the same to meet at County office on Thursday, 26th, at noon. Cariied. Cr McKenzie moved, and Cr Hammond seconded — That fresh tenders be called for metalling about 40 chains on the Foxton-Sanson road. Tenders to be in by noon on Thursday, 26th March. Cr Mitchell said he found that the road proposed to be metalled was the best part of the road, and something should be done the other side of the schfolhouse. Cr McKenzie said that in the win ter the road was very bad. He said that more could be done ior the a j of the same people, hy doing work at tbis end of the road. Cr Eobinson said he should oppose the 40 chains, as they were only get: ing 28 chains of work done at the other end*

Proposed by Cr Bobinson, fleoonded by Cr Mitchell— That Holland and Groom be allowed one month's extension of time for their contract on Tompkins' line. Carried. ( r MoKenzw moved, and Cr Hammond seconded, That the tender of J . Eeid for a washout for the tram engine at £75 be accepted. Cr Mitchell said he should support the motion, as he remembered that the Inspector of Machinery had re. commended it. Carried. Proposed by Cr Masters, seconded by Cr Saxon— That all unpaid ratei at the end of the present mofcth be tued for without further notice. Carried. Cr McKenzie moved, and Cr Hammond seconded, That tenders be called for about 800 yaids of metal for roads in the County. That the committee appointed to open tenders on 26th be empowered to deal with the above. Proposed by Cr Haeuuond, seconded by Crs McKenzieA That tenders be called for 100 yard* of metal on Penny's line, Tenders to be in by the 26th, to be dealt with by the committee appointed to deal with other tenders.
