!— -ftp m_ An Act was passed in 1890 to amend-" The Dog Registration Aot, 1380," so as to relieve the farmers and drovers from heavy taxation for dogs kept solely for the purpose of herding sheep or cattle. It sets out particularly, that the farmer can claim to have his dogs, up to three, registered at half-a-crown a head. The means whereby he is supposed to be able to secure this advantage is most misleading, and impossible to effect. To put the most favourable interpretation upon the Act, it is bound to cost the farmer, claiming the privilege, in cash, three shillings and four-pence a head, that is, providing he has the whole three dogs. To those who claim for two only, the coat would amouni to three shillings and nin.- L x'iice a head, whilst the owner of one dog would haVe all his trouMo for nothing.. TH* mi*o»i
why, appears in the kcl, as to secure the exemption* each owner lias to make the declaration therein set forth-. A declaration required a stamp olf" the vakl c of two shillings and six-pence to be affixed to it, and thus what the farmer, with one dog, saves in registration, has to be paid to the Government for duty ! Our laws are most carefully considered, and artistically franled, to avoid securing the nominal purpose for which they were passed.
