At tlio last, sitting of the Horowhenua County Council, the chairman Mr John Kebbell laid before the members a IVMunO of the business done during the last three years. When councillors took ollico the overdraft at the i ank was £55(5 17s, and liabilities, outstanding for contracts in procGKs of about £580, the greatest

part being in Otnki Riding. The bulk of the year's vni\> was also collected. Matters even got worse before getting better, as on tbe 81st March following many accounts had to be held over to save the Bank overdraft exceeding the legal limit. At the present time, including accounts passed for payment the overdraft will be about £74, distributed as follows : Wirokino Riding, credit balance of about i'Boo ; Otnki Riding, debit balance of about £840 ; To Horo Riding, debit balance of £86. The dilTerence being about £483 16s less than when Councillors came into office, not a large amount, but as the outstanding liabilities are few and the uncollected rates amount to about £200, the financial position is very much better. The chairman is right in saying the Councillors are to bo congratulated, and he should certainly be complimented, on such a satisfactory ' change in the chest. Tbe work executed comprises, a main road from the Southern boundary of the Otaki Riding to the Wirokino ferry, ' parts of which are metalled ; also a road from Levin to Shannon, except through a portion of bush, but 1 creeks are bridged ; north of Shannon a road has been formed to the Kingston District road ; a part of it through a bad swamp has been expensive, , having to be clayed on the top of the first formation, and even now is not in a satisfactory condition. Beyond this a foot bridge of wire has been thrown across tbe Tokomaru river, and some formation done on each side of it, and the road line cleared of bush from Tokomaru township to the northern boundary of the County; The road line from Otaki river to some distance mhitli of the 'LV lloro ) station is now open for drays and ! stock, the bush having been cleared . where necessary, and some forma- • tion done, together with culverts. i The total expenditure on road 3 construction has been £10,860. } This resume affords $ striking int i stance of the amount of work needed in opening up new districts, and the . labour, members of local bodies have to devote to such work. We hope this Council will see its way to continue on its onward course.
