WE:dra\v attention to the followingremarks on taxation made by Sir Robert Stout to a Napier audience on Wednesday. "Ho deprecated sudden changes in the fiscal system, saying that any changes in taxation should be cautiously ap|rronched and gradually carried out. It was ridiculous to suppose as much could be got out of the land tax as the present property tax produced without injuring country settlers, which was a thing to bo avoided. >
