London The Times states that an agreement has been arrived at between England and Germany, by which tbo former secures the districts in Uganda and around Lake Victor a Nyanzia covered by Stanley's treaties, also Ngamiland and Stevenson's iioad, including the territory west south-west of that line to Congo. Witu is ceded to Great Brittan, whose protectorate over Zanzibar is acknowledged. In return Germany ia allowed to reach her hand to the Upper Zambesi, and advance her territory s<>uth-west of Victoria Nyanza to the Cone;o A free trade route is reserved through German territory, for which England will possibly compensate Germany elsewhere. The Standard states that the New Zealand Government will assist the Bank of New Zealand to weather its difficulties, and it is probable the unproductive aasets will be transferred to a company strong enough to hold and nurse them. In the House of Commons Mr Dillon asked that the practice ol " shadowing '' might be put a stop to. Mr Balfour said it would be done provided he promised to abstain irom intimidation. Mr 1 illon said it was a brutal' outrage, and if bloodshed occured he would not be responsible. Mr Balfoar retorted that it would be well if Mr Parnell did not repeat crime, upo;i which a stormy scene ensued. Eventua ! ly Mr Balfour withdrew the word " crime. " and substituted " boy-cotting and intimidation. "
