Though tho Mayor, is not only ruler of the Borough, thei^ being also a Councit of other six burgesses, yet it is. customary to leave the initiation of business to, the town's •chief officer, and for the Council to, as it were, gungo. thb value of his proposals on behalf of the other ratepayers. Wa therefore require higher equalities in a. Major than are necessarily requisite for a. Councillor, and thus the difficulty of selecting a candidate.
