Manawatu County Council.

The ordinary monthly meeting was held in the Council Chambers at Sanson on Tuesday, the 6th day of August, 1889 Present—Cr Ransome (chairman), Sanson, Saxon, Mitchell. Robinson, Hammond, McLennan and McKenzie. The minutes of the previous and a special meeting were read and confirmed. Inward Correspondence. From Sloan Levy, of Foxton, applying for a hawker's and pedlar's license, also one dated later asking to have returned half of money sent fors such license. From J. D. Bamber, of Foxton, applying tor a hawker's license, and enclosing amount of license fee. From J. Wright Stewart, of Foxton, referring to an account of his, which had been sent in before last meeting of the Council and not passed. From Birchley & Co., of Shannon, a claim of £30 for land taken to Shannon Ferry, also fencing, stating that Cr Mitchell would explain. Cr Mitchell said he knew very little about it. The applicant had told him he was going to send in an account, and explained that the agreement between him and Mr Larkworthy was that the Chairman should have the road at cost price and to pay the price of fencing. From W. K. Simpson, of Oroua Bridge, asking that the Council's road inspector see the road from Taikorea Hill to Oroua Bridge, being at present almost impassable. From H. Buxton, Railway Department Wanganui, asking if trains ran on Wednesdays and Fridays would it interfere with the tramway traffic. The Clerk laid he had wired to the Department objecting to the change. From Mr Murray, stating he had examined the engine " Fox " and certifying as to being in good repair. From D. M. Brooks, tramway contractor, saying that the engine procured would suit admirably. From same, asking that a water tank be put at Taikorea for the engine. From same, asking for payment in full on his contract. From same complaining that Messrs Boyle and Munro had left a truck on the tramway, and the engine colliding, had damaged it to the extent of £10. Cr McKenzie said the truck had been left at the wrong siding by the guard, and Messrs Boyle and Munro had ran it down to the place where the accident occurred. Cr McLennan thought a bye-law, should be passed to deal with the matter, and that people ought not to be allowed to run trucks about the line as they choose. From Mr Bray, stating he had inspected the tramway, and found it in good repair. From Mr S. Palmer, of Campbelltown, complaining of charges for storage made by Tram contractor, laying he would hold the Council responsible for goods damaged in future. From W. Meehan, Bulls, complaining that he had received one bag shot of a consignment of flour, and claiming compensation. Cr McKenzie thought a great amount of carelessness was shown on the line at present. Considerable discussion ensued over this matter, several members complaining of the present management, at the same time admitting the line was kept in very good repair. From the Audit Office, with balance sheets passed by the Auditor-General. From the General Survey Office, with regard to the control of the Awahuri bridge. From A. H. Briscoe, requesting a settlement of his account for drainage. From John Coffey, tendering his resignation as poundkeeper. From Chapman and Fitzgerald, re claim from Horowhenua County Council. The clerk stated he had received a writ claiming £120 16s 5d, on behalf of the Horowhenua County Council, since the above was dated. From the Foxton Borough Council, advising that £100 had been paid to credit, and asking for a month's cheque for 1/6 of the profit on the rental of the tramway. From Mrs Jane Frecklington, asking for rates paid by her to be remitted. From J. Monteith asking for an extension of time in which to complete his contract on Taylor's line.— Granted. The outward correspondence was then read.

The question of appointing a successo to Mr Coffey as poundkeeper at Awahu was next proceeded with. The Chairman said that stock impounded at Awahuri had hitherto been inserted i the Feilding paper, and naturally th people of this and did not see the adve tisement Cr Saxon asked why they were not in serted in the county paper. Ultimately it was decided to advertise i the Advocate, any future notices. Some further discussion took place i reference to the working of the tramwa and the chairman did not hesitate in say ing that the station building at Campbel town was in a dirty condition, and though it should be seen to at once . Cr McLennan said the Tramway Com mittee should see that the contract wa carried out properly. The Council then adjourned for lunch. On resuming at 2 o'clock, the Counc went into SPECIAL MEETING to consider the balance sheet. All present Cr McLennan asked if all arrears wer in. The Clerk replied there were between £30 or £40 outstanding. Cr Sanson thought something should b done in getting the rates in, and he should think a day ought to be appointed to hav them in by, and ff not paid by the tim fixed, to be sued for. Proposed by Cr. Sanson, seconded by Cr Robinson—" That the audited balance sheet now before the Coun cil be approved, and that it be published as required by law by dvertising once in the Advocate. Cr Sanson, in moving the resolution, said they must fix a paper in which to publish it, as an instruction to the Clerk. Cr M'Lennan quite agreed that the Advocate had a large circulation, but thought it shoud oe published in both papers. Cr Mitchell also thought it should be published in both papers, the Advocate and HERALD, for the benefit of the Awahou ratepayers. The resolution was then passed. The Council then went into committee to consider the claims of the Horowhenua County Council and that of Mr T. Fraser. On resuming, the following resolutions were reported as having been passed :— Proposed by Cr. Sanson, seconded by Cr Saxon— that the Chairman consult the County Solicitor re the claim of the Horowhenua County Council, and to instruct him to take such action as he may deem necessary in the interest of this Council upon the information supplied. Proposed by Cr Sanson, seconded by Cr McLennan— That Mr Thomas Fraser's claim be referred to the County solicitor, with a copy of the, agreement, by the Chairman, requesting him to advise the Council the best action to take in the matter. RESOLUTIONS PASSED. Proposed by Cr McKenzie seconded by Cr ammond—That J. Monteith be granted n extension of time to comp ete his con ract up to next meeting of the.Council Proposed by Cr McKenzie, seconded by Cr Hammond—" That hawker's licenses, subject to bye law No 3 be granted to Messrs Sloan Levy, and J. D. Bamber. Proposed by Cr McKenzie, seconded by Cr Hammond—" That the resignation of Mr Coffey as poundkeeper at Awahuri, be accepted, and that the Chairman be authorised to appoint a successor." Proposed by Cr Sanson, seconded by Cr McLennan—" That the rates payable by Mrs Jane Frecklington be remitted by this Council during the pleasure of Council." Proposed by Cr McKenzie, seconded by Cr Sax n— " That Crs Mitfehell, and Robinson be a committee to enquire into matters in connection with the Shannon Ferry, and report at next meeting.'' Poposed by Cr Sanson, seconded by Cr McLennan—"That a reply be sent to the Minister for Public Works, informing him that the control of the bridge at Awahuri was taken over by the Oroua County Council at the time of adjusting accounts between that Council and the Manawatu County Council on the 6th September, 1883, and that this Council declines to take over the control of the said bridge unless a moiety of the cost of maintenance be guaranteed by, the Government." Proposed by Cr Robinson, se conded by Cr Hammond —"That transfer be granted for section 41, Douglas Block, from Messrs Kellow Andrews, and Desmond to W. Davies, of Campbelltown." Proposed by Cr Saxon, seconded by Cr Sanson— "That the Tram contractor be informed that the Council hold him liable for all damage." Proposed by Cr Sanson, seconded by Cr Hammond—" That the Tram contractor's attention be called to the matter complained of by Mr Palmer, of Campbelltown, and that to be instructed to c ean out the goods shed at Campbelltown and make it fit to store goods in." Proposed by Cr Sanson, seconded by Cr Saxon—"'That the Tram contractor be charged with the price of the sack of flour referred to by Mr Meehan in his letter of the 5th of August inst." Proposed by Cr Michell, seconded by Cr Kobinson— " That tenders b called for marking the Shanno ferry for one year. Tenders to b in by next meeting of the Council. Proposed by Cr. Sanson, seconde by Cr Ransome— " That the Foxto Borough Council be informed tha this ouncil have just purchase another engine to work the tramwa with, at a coat of £500, and that th said Council be requested to pay of that amount to this Council, an that the Borough Council be credite with 1/8 of the proceeds of sale of ol rails, engines, etc. and also 1/6 of th rent of the tramway under the pr sent arrangement" Proposed by Cr Ransome, s

conded by Cr McKenzie—"That Crs Sanson and Hammond sign the rate books. Proposed by Mr Ransome, secended by Cr Hammond—"That a Record Book, in which a copy of all agreements and important documents be kept, and that all agreements in each year be made up in packets and kept in the safe." Proposed by Cr Sanson, seconded by Cr Robinson— "That the provisions of the Hospital and Charitable Aid Bill, now before Parliament, are unsuitable to the wants of ratepayers in this county, and that in the opinion of this Council any measure dealing with the question, should provide for the contributing Iocal bodies having a voice in the expenditure of the money " On considering the application of the Foxton Borough Council to be allowed onesixth of the rental of the tramway, and the Auditor-General's award having been read, The Chairman said, as a matter of justice, the sixth belonged to the Borough. Crs Sanson and McLennan also expressed agreement with this view, but thought they should also contribute towards the cost of the new engine. The tender of J. Mathers was accepted for claying on the Taikorea line. An informal tender was received from Birchley & Co, for flax on a road at Moutoa. Crs Robinson and Mitchell were appointed a committee to deal with flax in the Awahou Riding, and these gentlemen weree empowered to take the best offer they could get for it. A few accounts were passed for payment, the overseer's report read, and the meeting terminated.
