All parsons intend ng to withdriw horses, are required to give ritten, notice to that effect to the Secretary or Clerk of the Scales, one halfhour before the time fixed for starting. Any person neglecting or refusing to comply with this rule shall pay a fine of 5 soys toßce fund.
