THE COUNTY CHAIRMAW ASSERTS HIS AUTHORITY.
At the last Council meeting, in | passing the accounts the subsidy demanded by the Bangitikei Council I for Scott's ferry came on fbr discussion. Cr Larkworthy very properly pointed out that the item was excessive and as the Manawatu County had debited the Poxton separate district with the cost of the Shannon ferry, he did not see why the Kangitikei people should not pay for their particular ferry. Cr M'Lennan also pointed out that the Council had carried a resolution objecting to the amount, and requesting the Bangitikei Council to make a reduction, and though they had not chosen to do, he saw no reason why the Council should submit. The Chairman wanted the discussion deferred to the next meeting, but Cr Larkworthy wrote a resolution dealing with the question, which the Chairman refused to accept. Cr Larkworthy stated that he considered he was trying to stonewall the question, and if so his side would act likewise. The Chairman still maintained his position and stated that the Council must be unanimously in favour of the introduction of amotion initiating a subject for discussion, but from the report of the proceedings he does not appear to have tested the matter by a vote. The Chairman adopting this position made it impossible for Cr Larkworthy to proceed, and doubtless the Chairman hopes to obtain a " whip " by next meeting in favour of the continuance of this un* neccessary expenditure.
