Bad news has been received from Pt Petersburg. The Court has beon eblijypd to postpone its projected journey to Moscow, and the coronation is also deferred. The headquarters of a fresh conspiracy hnve been dWcoverpd in a furnished room on the Sabatkanski Prospekt. 'he police learnt this from a carp.nfer who inhabits a neighboring room and overheard the conversation. Gen BaranofF sent for the proprietor of the house and told him that he must conceal a superior officer of police on the premises so that he might hear all that waa said, with the alternative of being held responsible. All the necessary arrangements having been made, the officer hid himself during the absence of the occupants of the placo under tbe bed, and policemen were also concealed in the neighborhood in such * a manner as to admit of their rushing to the help of the officer at the first summons \^£-a pistol shot. The plan was perfectly | successful. 'It is true that the officer had to spend six whole hours waiting patiently Sunder the bed, but, on the other band, he overheard from his hiding place a most important disclosure. It was neither more nor less than a question of a new attempt on the life of the Cz*r, and this time he was to be fired at. Five of the conspirators present voluntarily offered themselves to accomplish the deed. A definite choice was about to he made when the officer suddenly jumped out of his hiding-place, fired into the air, and declared to the twenty-one conspirators present, who had not recovered from their surprise, thafc he would kill the first who moved. At the same time the police rushed in and arrested tho wholo company. They were almost all very young people, some being mere schoolboys. The details of a second similur conspiracy are an follows :~"M. Baranoff received an anonymous letter by which ho was informed that the No. 23 of the Saba-kanski Prospekt was used as a place of meeting by several young men of suspicious appearance. Only a- few minutes after the receipt of this missive the Perfect of Police received a second letter iuformiug him that the young men above mentioned were at that very moment assembled in the house No. 23, Sabatkanski Prospekt. M Baranoff immediately placed himself at the head of a hundred police agents and surrounded the suspected building, while others entered it and searched every storey. No one was found in the house, but a certain quantity of dynamite, a number of revolutionary pamphlets and newspapers, and a large number of letters were discovered iv a room on the first floor. One of these letters, dated from London, and only just delivered in St. Petersburg, announced the early arrival in the Russian capital of a certain number of political refugees. The exact reason for their return was not stated, but it was clear, from what was said about eer tain preparations which wer>? to be made, that something was to be perpetrated on a day the date of wbich was fixed. - General Ignatieff, without a moment's delay, telegraphed all over the Continent, and especially to Geneva, London, and Paris,asking for information concerning the Russian refugees, and whether the police in the J&UF*' in capitals had any knowledge of nMP-GOnteiaplated action of the Russian Revolutionists. From all quarters he received the reply that nothing extraordinary appeared to agitate the refugees. The only exception was the Commissary of Police of Podvoligiska, on the Austrian frontier, who announced the presence in that town of seve ral individuals who sought to avoid observation, and whom he suspected of watching for an opportunity of crossing the frontier unperceived. A number of policeagents were at once despatched to that spot, but at the present time we are unable to Bay whether the individuals mentioned by the Commissary of Police of Pcdvoligiska have been arrested. The police have also received information which leads them to believe in the existence of minos either at Gatsohina or in the vicinity of the church the Czar is accustomed to go to every day. This has caused great sensation and the neighborhood is being searched with feverish activity."
