SHIPPING LEGISLATION.

The following is the report of the Select Committeeon shipping legislation which wasread TrKltiie House : — The Shipping Legislation Committee, appointed to inquire what amendments (if any) should be introduced into the shipping legislation, has the honor to report that having taken evidence (which accompanies this report) on the subject and deliberated thereupon they have agreed to the following resolutions which they have the honor to report to the House :■— (1). That no steamer trading along 1 the coast, of GO tons and upwards, should be permitted to leave port; without four deck hands at least. That, in steamers of 75 tons aud upwards, it is desirable that there should, in addition to a master and the proper number of crew, be first and second mates, unless in the case of short voyages, when permission may be granted by the Customs authorities to dispense with a second mate. (3). That, with the object of preventing the overloading of vessels, Plimsolls mark should be fixed by the Marine Department, in accordance with a fixed rule to be made by the department in that behalf, and the Customs authorities enjoined to see that no vessel shall leave port with this mark submerged. That attention ought specially to be paid to the seaworthy character of the boats on board of all seagoing vessels, and that they ought to be so swung as to be perfectly accessible and otherwise ready for any emergancy. (4). That in addition to the usual amount of life buoys and other life-saving apparatus, it should be enacted that every passenger-bearing vessel shall be bound to have on board a life-belt or jacket for every passenger the vessel is licensed to carry, and for each of the officers and crew. The life belt in steamers to be hung in every sleeping berth, aud a label pointing out its position printed in the same. This Committee have the honour to recommend that these resolutions be taken into consid«ration by the Government, with the view of amending the Ship- i ping and Seamen's Act 1877 in the direction j indicated, at the earliest possible date. j
