Sir,— Will you be kind enough to exolain on what grounds our local body can exonerate themselves from blame for accepting the highest tenderer for sliiftiug the aand hill on the Avenue. Is it because we have to pay one shilling in the pound to keep their " carts rolling," I am, &c, Mrßi'iiv. Poxton, May 20th, 1881.
