THE MANAWATU CIRCULAR.
We understand, that it is intended by the County Chairman to issue a circular postponing the meeting of the proposed conference of delegates from locel bodies. It was originally intended to hold the meeting on the first Wednesday in May. In this connection we think it would be well if the proposals contained in the original circular were summarised, as they seem to be in their present form rather too " deep " for most of the local bodies. A special cxplaaation should also be made that the Council passed Eeso ution No. 3 — that referring to increased taxation — not with the idea of dictating to the House or conference, but solely as a suggestion, and as an expression of opinion on the part of Councillors that tbe settlers in these districts would be willing to submit to the increased taxation suggested if by doing so substantial assistance in the all important work of roacluiaking could be obtained.
