» (REUTER's TELEGRAMS.) London, September 4. The Bank rate of discount at Berlin has risen today to 5£ per cent. The Bank of England rate is 2£ per cent. The market rate is 2%. In the House of Commons today, Parnell's motion' that the Irish registration of Voters Bill, which has been rejected by the House of Lords, should be tacked to the Appropriation Bill, came ngain^ rfnder discussion. After further debate, the motion was rejected. In the House of- Lords today, the Hares and Rabbits Bill, which has been reamended in the House of Commons, and the Burials Bill, which has be'en also amended by the Commons after receipt from the Lords, were again considered. After discussion, the amendments of the Lower House were accepted, and both Bills were finally passed. Parliament is expected to be prorogued on Tuesday next. Gladstone has returned from his cruise in the Giantley Castle off coasts Ireland and Scotland, and is now quite restored to health. St. Petersburg, September 4. The Czar has arrived at Lividia from Petersburg. It is reported here to-day that the line of railway at Oharkoff, in the province of the same name, has been discovered to be completely undermined. Sorata's position is hopeless, and she is certain to become a total wreck. It is believed she has on board a large quantity of exhibits for the Melbourne Exhibition. Later. The Sorata is expected to become a total loss ; her condition is now considered hopeless. She is nearly fall of water, and the greater part oi her cargo is damaged. Melbourne, Monday. /Five hundred and two American exhibits were on board the ship Kric the Eed, which has been wrecked at Cape Otway. Sydney, Monday. There was great excitement in town yesterday owing to the. Government having prevented Professor Proctor from lecturing at the Theatre last night by putting pressure on the lessee. A 'crowd of 1000 persons proceeded to Proctor's hotel, and cheered him. ■
