A FEDERAL BRITISH EMPIRE.
Sir Daniel Cooper, acting AgentGeneral ior the colony of flew South Wales ifc- London, has issued a para* phlet- entitled "A Federal British Empire the best defence of the Mother Country and the Colonies." He ad vocates a Federal Council; whose decisions should be carried out through the instrumentality of Parliament by the Secretary ot the Colonies — the Council lo become ultimate^ the Pai4jJOTpfQt'qfcthe F^iiJiArfftgi* eacliicolony cr dependency should con ' tribute rateably. sums up his case thus :•— " Fifty/years ago, which is within my oW recolleeliofi/thje, Whole population of the / \\^& % i\ |ah colonies numbered' 50,000, uiore-'oV less; * now it is computed at 9,500,000. t la another 50 yeais it , <VsH,'nqßtrfjilc£!y increase to :15;bW,OMWjZ9,wH»,000 ; and in a . second 50 on 100 years hence it will be 40,000,000 to 50,000,000— 0r equal in magnitude to that of the popula'ion of the mother country. Canada will by that time, with its railways and inhabited territory stretching to the Pacific Ocean, have nearly the same population ; and the Souih Africtfn colonios may ; with tteir mixed isces, number 10,000,000 .to 12,000, and the other British colonies would complete that number ui> to 20,000,000, offering an aggregate population in— Great Britain, | / •

In the South Island there was one officer — that is, a Superintendent or Inspector to every five men. Now that about one-fourth of the men have been dismissed there is surely no necessity for the same number of officers. To ordinary minds it would appear that the force was much over officered before, and now the proportion of officers is absurdly great, far as the Ministry have progressed in their reductions it appears as if the worst paid officials in any department' are.tnoso reduced or sent to the wall, while the more useless but hisjhly-paid ones are kept on. Even the little messenger boys in. tliftTelegraph Department have lost their ten per cent.
