- ■ .+■ Although the Government studiously re "i fn-e to recognise ihe right of the Foxton Harbor Board to an endowment of any sort, they seem to think that the Wellington Hnrbor Board is on a different footing. The Wellington Harbor Bill, which was passed thiough i(s last stages in the' House of Representatives on I' riday morntns:, provides for the new railway wharf and land adjoin ing being handed over to the Harbor Board, besides which that body already possesses some very fair endowments. M r Wright, of Railway Commission celebrity, moved as an amendment t j the clause granting the railway wharf to tb6 Board, "That Is per ton be levied on all goods landed at or from tho Railway wharf; the same to be placed to ! the cred't of the Wellington and Masterton Railway." The motion was lost, and eventually the Bill was passed without amendment. With reference to the above, it may be noted that on several occA-iions the Government have been asked to do for Foxton what they have now done for Wellington, viz., grant the Harbor. Board the wharf— j the railway wharf being the only one at tbe port — as an endowment. Very strong ren-» sons were urged in behalf of the applicntion, c g., that the Hoard had important functions cast upon it, but was absolutely destitute of either funds or endowments upon which funds could be raised. Yet on each occasion a deaf ear has been turned to the application. The experience of the Wellington Board shows that still n might is right," and that in the matter of harbor endowments at least, New Zealand has " one law for the rich and another for the poor."
