TO THB EDITOR OF THB MANAWATU HERALD. Sin — I see in your issue of the loth instyou strenuously advocate separation, and I quite agree with you, uuder the plan suggested, that the Highways Boardb in the districts named Bhould be merged into the County, which would be the only governing body. I ara sure the majority of the Otaki ratepayers would agree to have no Highways- Board in Otaki — they would.; rather be uuder one County. The Otaki Highways Hoard levys a heavy rate for no good. Tho only reason we are rated that J know of ia to improve native lands in value, and to pay.olerks. Hoping you will indioate the course to us Otaki ratepayers to do away with the Otaki Highways Board, and bo under one County, ■*. - I am, &c, Thob. Bevan, Jun. Waikawa, 18th June, 1880.
